Harris DATE: December 12, 1995 SUBJECT: RESOLUTION CERTIFYING THE AVAILABILITY OF FUNDS FOR THE PEDESTRIAN. ACCESS TO TRANSIT STOPS PROJECT RESOLUTION NO. 95-147 DEPARTMENT: Public Works BACKGROUND The Los Angeles County Metropolitan Transportation Authority (LACMTA) board selected the City's Pedestrian Access to Transit Stops project to compete for federal funds at the state level. The amount of recommended federal funding is $680,000 over two fiscal years, from 1997 through 1999. The total project cost is estimated to be $1,438,000. The Transit budget programs a local match of $758,000 in Transportation Development Act (TDA) over those fiscal years to complete the project. The transit management staff of the City of Santa Clarita completed a field surveyaimed at identifying necessary pedestrian enhancements at transit stops throughout the Santa Clarita Valley. Such enhancements include the installation of cross walks and pedestrian actuated traffic control signals, pedestrian overpasses, sidewalk completions, curb cuts, and connections to the City's extensive paseo walkway network. This study involved the participation of the City's Community Development, Parks and Recreation, and Public Works Departments. As a result of the study, twenty-four (24) separate locations were identified at which specific pedestrian access improvements would be undertaken. When completed, these improvements will significantly increase the safe and easy access to public transportation for all elements of Santa Clarita Transit's ridership. RECOMMENDATION Adopt Resolution 95-147 H MMETMCCAGENDA\TEARESOAGN Adopted.- ...�s Agenda Item: RESOLUTION 95-147 A RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA CERTIFYING THE AVAILABILITY OF FUNDS FOR THE PEDESTRIAN ACCESS TO TRANSIT STOPS PROJECT WHEREAS, the Los Angeles County Metropolitan Transportation Authority (LACMTA) is responsible for the administration of Intermodal Surface Transportation Efficiency Act (ISTEA) Funds, for appropriation of funds for Fiscal Years 1997 and 1998; and WHEREAS, the LACMTA approved an appropriation of funds for Fiscal Years 1997 and 1998 for the Santa Clarita Pedestrian Access to Transit Stops Project; and WHEREAS, the City of Santa Clarita (Grantee) is an eligible funds recipient and desires to receive the FUNDS for these projects; and WHEREAS, all contracts for financial assistance will impose certain obligations upon the Grantee, including responsibility for providing local Project cost matches; and WHEREAS, the City of Santa Clarita has the ability to allocate, and agrees to commit the necessary matching funds to ensure the completion of these projects; and WHEREAS; no new operating costs are associated with the Pedestrian Access to Transit Stops Project; and NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1 That the City Council of the City of Santa Clarita certifies that the City has the capacity, both currently and in the futures to sustain all new operating costs associated with these projects. SECTION 2 That the City of Santa Clarita certifies that the local match funds necessary to ensure completion of these projects will be made available. SECTION 3 That the Transportation Manager is authorized to execute, on behalf of the City of Santa Clarita, the applicable Memorandum of Understanding for these projects.
