Nisichle�""*6 CONSENT CALENDAR DATE: April 11, 1995 SUBJECT: HIGH ACCIDENT LOCATION AND MITIGATION PROGRAM CALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT DEPARTMENT: Community Development In April 1994, the Traffic Engineering section applied for a grant for a traffic safety project (High Accident Location and Mitigation Program) to the California Office of Traffic Safety (OTS). In December 1994, the OTS approved a grant of $40,000 to the City for the proposed project (OTS letter is attached). The purpose of this safety project is to develop an advanced traffic and accident data management and analysis program. With this program, identification of high accident locations and mitigation measures will be more effective. The program will produce accident ratings for City streets and help staff prioritize capital improvement projects on the roadway system. Most of all, this project will enhance traffic safety in our City by allowing City staff to be proactive in detecting problem locations and identifying appropriate mitigation measures. As a result, it is expected that the implementation of this project's recommendations would help reduce the number of accidents and litigation costs for the City. A consulting firm will be hired to provide much of the effort in the project. The project is entirely funded by the OTS grant. Twelve consulting firms were requested to submit a proposal of professional service for the subject project. RECOMMENDATION 1. Accept the OTS approved grant for the traffic safety project. 2. Authorize the City Manager to execute an agreement with JHK & Associates, not to exceed $40,000, subject to the approval of the City Attorney as to form and the Office of Traffic Safety.. 3.
