HomeMy WebLinkAbout1995-03-14 - AGENDA REPORTS - INCREASE PROFESSIONAL SERVICES (2)AGENDA REPORT 6roval�* City ger A Item to be presented by: Rick Putna CONSENT CALENDAR DATE: March 14, 1995 SUBJECT: Increase Contract for Professional Services for Landerman-Moore Associates DEPARTMENT: Parks, Recreation, and Community Services In 1994, the City of Santa Clarita retained the services of Landerman-Moore Associates for the purpose of developing a Parks, Recreation, and Community Services Master Plan, This Master Plan will serve as the guiding document for the expansion and development of parks, recreation, and community services within the City of Santa Clarita for the next 20 years. The process has gone extremely well to date and is nearing its final stages of development. Staff recommends that an element be added to the base contract to further enhance the value of the policy document: Develop an easements and permit policy to facilitate the enhancement of revenues. Cost: $12,000 plus estimated expenses of $1,680 This element would be funded through operations and maintenance cost savings from account no. 01-9100-211. It is anticipated that the additional costs may be recovered within the first year of implementation. The Parks & Recreation Department is charged with the responsibility to manage trail systems as recreational resources and ensure the integrity of such resources in terms of their use, longevity and safety. Trail systems are an important recreational asset that benefits all age groups and the socio- economic strucjure of the population within the City's jurisdictional boundaries and surrounding areas. Encroachment, crossings and joint use of trail lands are matters that occur as a function of the varied needs of contiguous landowners, other jurisdictions, agencies or private entities that have needs which interface with the trail and may impact the integrity of the trail, its intended functions and quality or safety of use. Therefore, it is appropriate to draft policies and administrnivc procedures that establish a framework from which the Deparnmect may effeedvely administer trail lands with fairness and equity while protecting it as a public recreational asset The services to be included and the function of these policies and procedures are to facilitate actions that carry out key administrative responsibilities, which are to: 1. Discourage any unnecessary encroachment upon trail properties. 2. Control and manage the activities of permittees. 3 'Vfinimize adverse impacts upon the land and trail users. 4, Reduce potential physical damage to County properties. 5. Place legal liability with permittee 5. Establish and define standards for construction, restoration, repairs and maintenance practices. 7, Provide for Department's recovery of administrative costs. S. Provide basis for receiving appropriate compensations for use of public lands and for any corresponding damages. 9. Allow for equity and a fair uniform administration of the permit and easements policies. 10. Provide a basis to inform prospective permit holders and the general public of the expectations and intent of the Department with respect to issuing permits and easements and the protection of public lands. Additionally, there are instances where the Department needs to coordinate with local or regional transportation agencies and other public utilities to address ways in which interface issues of roads, streets and utility systems with the trail may be addressed. Establishing policies in this regard advances the capability for inter -departmental coordination leading to constructive and implementable solutions that protect the trail system as a public recreation resource while facilitating the needs of transportation, utility services, contiguous property and other infrastructure requirements within the jurisdiction. Finally, these policies and administrative procedures will establish a responsible and pro -active management tool for the Department to employ. ensuring protection of valuable public resources that could otherwise be lost due to a multitude of encroachment pressures which occur over time. Pursuant to the objectives stared above, LA%7DBP_mAN-NfOORE ASSOCIATES shall prepare the Trail Laremenis & Permits Policies & Procedures and conduct the necessary research, analysis and services to provide a draft document for consideration and adoption by the City of Santa Clarita. The service fee for this work is a fixed fee amount of S 12,000,00 plus expenses estimated to be 10% to 14% of the fixed fee amount. The draft shall be completed within 90 days of date of authorization to initiate services. The specifications for this additional work are as follows: I. Interview count (1) is equal to 400, 100 in each of the following areas:. Saugus, Newhall, Canyon Country and Valencia, which make up the City of Santa Clarita. 2. Spanish version questionnaires will be available for respondents who are more comfortable with Spanish. Estimated Spanish respondents is 20% of total. 3. The survey will be a CATI Administered Survey. 4. Random Digit Dial selection will be conducted within the area prefixes by neighborhood. 5. Interview length is estimated to be 5 to 8 minutes. 6. There are no open ends, no coding. 7. Tabulation will be - 1 Banner System 8. A summary statement will be prepared and reviewed with client..
