SUBJECT: LAKEMORE DEWATERING IMPROVEMENTS - PROJECT NO. 96-084
BID AWARD
DEPARTMENT: Community Development
On February 28, 1995, the City Council authorized the advertisement of the subject project. The
work includes the construction of 12" PVC perforated pipe to lower the high groundwater level.
The pipe will be approximately four feet deep and located ten feet from the centerline on the
northern side of Lakemore Drive. The work also includes slurry seal on Bonlee Avenue and
Lakemore Drive and overlay on Lakemore Drive and Langside Avenue for the full width. The
money for construction of this project is from a FEMA grant..
On May 3, 1995, the following bids were received by the City Clerk.

The Engineer's Estimate for this project is $190,000. The amount of $895,977 is currently
budgeted in Account No. 01-96084-227 for contract administration, inspection and construction
of this and the Four Oaks well installation project.
Padilla Paving Company possesses a State contractor's license and is in good standing with the
State Contractor's License Board. The bid of $177,827.15 was reviewed for accuracy and
conformance to the contract documents and was found to be complete. This contractor has done
contract work for the City of Santa Clarita and similar work for many other agencies. The
references indicated that this contractor has performed work to their satisfaction.

At the time of the bid Padilla Paving failed to submit Addendum #1 for the subject project.
However, it was submitted a few hours later. Addendum #1 closely specifies standard
thermoplastic pipe dimension ratio (SDR) and ASTM classification (American Society for Testing
and Materials.) Based upon staffs analysis, there is no affect on the performance or bid price
for the project, and therefore, it is a minor irregularity. Given that, staff recommends Council
waive this minor irregularity and award the project to Padilla Paving Company. If Council
decides not to waive this minor irregularity, then Council should authorize staff to re -advertise
the project.
RECOMMENDATION
1. Waive minor irregularity in bid.
2, Award the contract to the low bidder, Padilla Paving Company in the amount of $177,827.15,
and authorize $20,000 in contingency expenditure should any change orders to the contract
become necessary.
3. Authorize the City Manager or his designee, to execute all contract documents relating to
this contract.
