HomeMy WebLinkAbout1995-09-12 - AGENDA REPORTS - LARC ACQUISITION OF PROPERTY (2)AGENDA REPORT City Manager Approval Item to be presented by: Rich Henderson CONSENT CALENDAR DATE: September 12, 1995 SUBJECT: LOS ANGELES RETARDED CITIZENS' FOUNDATION (LARC) ACQUISITION OF PROPERTY (RESO. 95-106) DEPARTMENT: Community Development The Los Angeles County Community Development Commission (CDC) is lending LARC funds from the federal HOME Investment Partnership Program for the purpose of acquiring additional unimproved land. In the future, this land will be developed with a group home to house mentally retarded individuals.: Since the land acquisition will occur within the City of Santa Clarita, the City must approve the CDC authorization of HOME Program funds and make findings that the land acquisition is consistent with the City's General Plan and Comprehensive Housing Affordability Strategy (CHAS). Both the City's General Plan and CHAS contain policies to provide housing opportunities for special needs populations consistent with the CDC proposal. RESOLUTION NO, 95-106 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA AUTHORIZING THE COMMUNITY DEVELOPMENT COMMISSION OF THE COUNTY OF LOS ANGELES TO ASSIST THE NON-PROFIT LOS ANGELES RETARDED CITIZENS' FOUNDATION WITHIN THE CITY OF SANTA CLARITA WHEREAS, the Community Development Commission of the County of Los Angeles (Commission) has entered into a contract with the United States of America, through its Department of Housing and Urban Development (HUD), to execute the HOME Investment Partnership Program (HOME Program) under the Housing and Community Development Act of 1992 (Act); and WHEREAS, in furtherance of the HOME Program, the Commission intends to request authorization from the Los Angeles County Board of Community Development Commissioners to enter into an Acquisition Loan Agreement (ALA) with the non-profit Los Angeles Retarded Citizens' Foundation (LARC) to provide a loan of HOME funds for LARC to acquire an unimproved property within the City of Santa Clarita; and WHEREAS; LARC will utilize the loan of HOME Program funds proposed to be provided through the Commission, as well as "Section 811" Grant funds provided by HUD to construct a group home for mentally retarded persons within the City; and WHEREAS, the City of Santa Clarita General Plan contains policies to promote housing opportunities to meet the needs of special needs populations; and WHEREAS, the City of Santa Clarita Comprehensive Housing Affordability Strategy identifies housing for special needs populations as a local housing need; and WHEREAS, the City of Santa Clarita is desirous of the development of the housing proposed by LARC. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1: Finds and determines that the proposed Acquisition Loan to LARC is consistent with the City of Santa Clarita General Plan goals and policies to providehousing to meet local needs. SECTION 2; Finds and determines that the proposed Acquisition Loan to LARC is consistent with the City's Comprehensive Housing Affordablity Strategy and helps meet an existing housing need within the City. SECTION 3: Approve of the Commission providing HOME Program loan authorization funds for an Acquisition Loan to LARC, subsequent to authorization by the Los Angeles County Board of Commissioners. SECTION 4: Approve LARC's intent to acquire an unimproved vacant parcel within the City of Santa Clarita for the purpose of developing a group home for mentally retarded persons. SECTION 5: The City Clerk shall certify to the adoption of this Resolution.
