PUBLIC WORKS Funds were established under the California Oil Recycling Enhancement Act (Statutes of 1991, Chapter 817), and are available to the City of Santa Clarita from the Used Oil Recycling Fund. The Program is administered by the California Integrated Waste Management Board. Under the California Oil Recycling Enhancement Act, the city is eligible to apply for descretionary grant funds upon availability to establish and maintain local used oil collection programs that encourage recycling or appropriate disposal of used oil. The 1994/95 Local Government Used Oil Opportunity Grant application requests funds for the upgrade and expansion of the existing curbside program which was funded through the 93/94 Used Oil Recycling Block Grant. The ORICOM Group, a consulting firm located in Anaheim and Los Angeles, has offered to submit the 1994/95 Local Government Used Oil Opportunity Grant Application on behalf of the City. Development and submittal of the grant will be at no cost to the City. Should the application prove successful, ORICOM will be responsible for management of the City's curbside collection program for used motor oil and filters. All program and administration costs will be paid from grant funds. RECOMMENDATION Adopt Resolution No. 95-9 authorizing the submittal of the 1994/95 Local Government Used Oil Opportunity Grant Application. Authorize staff to execute an agreement with the ORICOM Group to maintain and manage the 1994/95 Local Government Used Oil Opportunity Grant Program utilizing grant funds. ATTACHMENTS Resolution No. 95-9 Adopted: - f Agendattem: RESOLUTION NO. 95-9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA AUTHORIZING THE 1994 LOCAL GOVERNMENT USED OIL OPPORTUNITY GRANT APPLICATION WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, said procedures established by the California Integrated Waste Management Board require the, applicant to certify by resolution the approval of application before submission of said application to the state; and WHEREAS, the applicant will enter into an agreement with the State of California for development of the project; NOW, THEREFORE, be it resolved that the City Council of the City of Santa Clarity hereby authorizes the submittal of an application to the California Integrated Waste Management Board for The 1994/95 Local Government Used Oil Opportunity Grant.
