HomeMy WebLinkAbout1995-09-26 - AGENDA REPORTS - LOCKHEED BUSINESS PARK ANNEX (2)i AGENDA REPORT City Manager Approval Item to be presented by: Don Williams CONSENT CALENDAR DATE: September 26, 1995 SUBJECT: RESOLUTION NO. 95-107, A RESOLUTION OF APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION OF ,LOS ANGELES COUNTY FOR THE LOCKHEED BUSINESS PARK ANNEXATION (ANNEXATION NO. 1995-03 DEPARTMENT: Community Development BACKGROUND The Resolution of Application proposed for adoption by the City Council constitutes a formal request to the Local Agency Formation Commission (LAFCO) to initiate annexation proceedings for the Lockheed Business Park Annexation (Annexation No. 1995-03). The Resolution sets forth applicable Government Code sections, reasons for the annexation, exhibits identifying the site, and other required information. The Lockheed Business Park Annexation is a proposal to annex approximately 376 acres of a partially developed site to the City of Santa Clarita. The majority of the site consists of vacant land, although ten existing buildings (totaling approximately 400,000 square feet) will remain. The annexation property is located at the northeast terminus of Rye Canyon Road, and extends north along the eastern boundary of the Wayside Honor Rancho, and adjacent to the City, east of the area generally known as the Valencia Industrial Center. (See attached map.) The annexation is supported by the property owner who desires City services and local government permit processing of the Lockheed Business Park Project, a proposed 76 -lot business park. The project has been designed to retain 100 acres as open space, with the remaining 276 acres to be developed on lots ranging in size from 1.1 to 9.4 acres. This proposal appears to be consistent with the City's BP (Business Park) General Plan land use designation for the project site. There are no known persons or organizations opposed to this proposal. The City also seeks an expansion of its Sphere of Influence coterminous with the boundary of the project site, and to create a more logical corporate boundary. RECOMMENDATION Adopt Resolution No. 95-107, making application to the Local Agency Formation Commission for the Lockheed Business Park Annexation (Annexation No. 1995-03). ATTACHMENTS Resolution No. 95-107; Exhibit A - Legal Description; Exhibit B - Map DMW:MJC:hds AdUpfBt% ��� J�S mundl\re-95307 _(j 1 i Agenda Item: RESOLUTION NO. 95-107 A RESOLUTION OF APPLICATION BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION OF LOS ANGELES COUNTY INITIATE PROCEEDINGS FOR THE PROPOSED ANNEXATION OF CERTAIN UNINHABITED TERRITORY TO THE CITY OF SANTA CLARITA (ANNEXATION NO. 1995-03) WHEREAS, the City of Santa Clarity desires to initiate proceedings pursuant to the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1991), Division 3, commencing with Section 56000 of the California Government Code, for annexation; and WHEREAS, the territory proposed to be annexed is uninhabited, and a description of the boundaries is set forth in Exhibit A and a map of the boundaries is set forth in Exhibit B, attached and by this reference incorporated; and WHEREAS, the short form designation of the proposal is the Lockheed Business Park Annexation (Annexation No. 1995-03); and WHEREAS, this proposal is inconsistent with the City of Santa Clarita's Sphere of Influence as designated by the Local Agency Formation Commission on November 15, 1989, and would require amending thereof pursuant to this proposal; and WHEREAS, no terms or conditions are requested by the City or the property owner for this proposed annexation at this time; and WHEREAS, the reasons for this proposed annexation are as follows: 1) to respond to the property owner's request for City services and local government permit processing of a proposed 376 -acre business park located within the unincorporated portion of the County of Los Angeles; 2) to expand and provide a logical extension of the City's physical boundary and urban service area; and 3) to promote sound planning and land use practices in the affected territory; and WHEREAS, the City Council of the City of Santa Clarita has considered all evidence, oral and documentary, and is advised of the foregoing. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does hereby resolve as follows: SECTION 1. This Resolution of Application is hereby adopted by the City Council, and the Local Agency Formation Commission of Los Angeles County is hereby requested to initiate proceedings for the annexation of that territory described in Exhibit A and mapped in Exhibit B, incorporated by this reference, according to the terms and conditions stated above, and in the manner provided by the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1991)_ RESOLUTION NO. 95-107 September 26, 1995 - Page 2 SECTION 2. The City Council hereby directs and authorizes the City Clerk of the City of Santa Clarita to forward a certified copy of this Resolution with applicable fees and other information as required by Section 56383 of the Government Code to the Executive Officer of the Local Agency Formation Commission of Los Angeles County. SECTION 3. The City Clerk shall certify to the adoption of this Resolution and certify this record to be a full, true, correct copy of the action taken. PASSED, APPROVED AND ADOPTED this , 1995.
