SUBJECT: LONG RANGE FINANCIAL PLAN
In the 1994 Organizational Strategic Plan, the need for a Citywide Long Range
Financial Plan was ranked as a top priority for the City for the period 1994-1997.
In accordance with this, and in order to better prepare for the challenges facing the City
in the next twenty years, City staff has been preparing a Long Range Financial Plan.
A Long Range Financial Plan is a decision-making process for allocating scarce
government funds to achieve community priorities. The Long Range Financial Plan
process can be summarized in five steps. First, the long range desires of the
community and City, as expressed in the Community Strategic Plan, the Organizational
Strategic Plan, the General Plan, and other City documents, are reviewed. Second, a
Citywide committee narrows these desires to a number of most critical issues. Third,
these issues are studied, and possible options for resolving the issues are analyzed.
Fourth, the fiscal impacts of the implementation of these options. And last,
recommendations for action are made, in the form of a Long Range Financial Plan
Report.
At this study session, staff will present to the Council a report on the aforementioned
Long Range Financial Plan, and will request further direction based on the
recommendations below.
