SUBJECT: Memorandum of Understanding: City Trails Development within
Unincorporated Los Angeles County Areas
DEPARTMENT: Parks, Recreation, and Community Services
The City has identified a backbone trails system which includes three primary trails: the South
Fork Trail, the Santa Clara River Trail, and the Bouquet Canyon Trail. The three primary
trails travel through both City and County jurisdiction. The successful development of the City
trails system is dependent upon obtaining the trail access through both City and County areas.
In order to provide a continuous trail network, issues pertaining to the acquisition, construction,
operation, and maintenance of City trails located in unincorporated territory need to be
resolved.
Working with the City Attorney's Office, County Counsel, and County Parks Staff, the Park
Planning Section has prepared a Memorandum of Understanding (MOU) for construction and
maintenance of City trails within L.A. County jurisdiction. (The MOU is attached to this
report.) The agreement is an appropriate mechanism for setting forth a general procedure for
current and future projects with respect to construction, maintenance responsibilities, and
indemnification.
Current City projects traversing the unincorporated area include:

Santa Clara River Trail Phase II
Santa Clara River Trail Phase III
South Fork River Trail - Phase IV
