SUBJECT: COMMUNITY STRATEGIC PLAN - ACTION ITEM #1 - NEW ROAD
INTRODUCTION
The City is currently reviewing four major topics related to the traffic and circulation
improvements within the City. These topics include:
1. Follow-up to the Community Strategic Plan Action Item #1 regarding the development of a
new roadway segment over the next three years.
2. Access and internal roadways proposed for the development of the Porta Bella project.
3. The designation of an east/west corridor throughout the Valley to address the long-range
circulation needs of the City.
4. The process of Amendments to the Circulation Element of the General Plan.
While all the above topics are interrelated in terms of providing a circulation network which
would best address the Center City Circulation, each issue needs to be dealt with independently
in an effort to make progress toward completion of each task, considering the time frame
tothe
mposed on each issue. The topic to be discussed at this Study Session is specifically focused
n the first issue outlined above. The east/west corridor issue and the proposed Amendments
Circulation Element of the General Plan will be brought to the Council in the near future.
The following is more detailed information about the new road issue as outlined in Item #1
above.
BACKGROUND
As part of the October 8, 1994 Community Strategic Plan, the participants identified the "lack
of adequate" roadways throughout the Valley as a major concern. The focus was centered on
east/west circulation, but there was an overall desire to construct new roadway links. In order
to meet the goals outlined in the plan regarding new roadways, staff used public input to
develop a list of roadway links and evaluation criteria to identify the first new roadway segment
the City should consider since incorporation. This identification of the roadway segment is the
first step towards constructing a roadway which will serve the community and improve
circulation Valleywide.

The City Council was presented a preliminary list of roadway links and evaluation criteria at
the meeting of February 14, 1994, at which time additional roadways where added to the list.
In addition, several of the evaluation criteria were discussed. Following the Council meeting,
the Citizens Transportation Advisory Committee (CTAC) reviewed and provided input on the
roadway links and evaluation criteria.
The attached matrix entitled "Roadway Comparative Analysis" and "Rating Criteria and
Benefits" sheet are a result of the input from the various meetings in which circulation was
discussed. From this input, staff evaluated nine roadway segments identified by the Council,
public and CTAC.
As part of the process to generate public support of the roadway link, staff presented the above
information to the Chamber Transportation Committee, CTAC, and the Valencia Industrial
Association (VIA). The Chamber Transportation Committee supported the findings of the
matrix 11 in favor and 1 against. CTAC supported the findings of the evaluation 4 in favor and
1 against. The one vote at CTAC was for the Magic/Princessa connection. VIA did not take a
vote for a particular roadway but showed support for the process.
FINANCIAL ANALYSIS
Once the roadway segment is identified, staff will evaluate, review and identify possible funding
sources/mechanism for construction of the new roadway(s).
RECOMMENDATION
Refer to April 25th City Council meeting.
