HomeMy WebLinkAbout1995-01-10 - AGENDA REPORTS - NOTICE AWARD OAKS PARK IMPROV (2)AGENDA REPORT A 1 City Manager Approval Item to be presented Rick Putn /Z1 2 v CONSENT CALENDAR DATE: January 10, 1995 SUBJECT: Notice to Award North Oaks Park Improvement - Project No. 99-033 BACKGROUND The Parks, Recreation, and Community Services Department is preparing to construct Project No. 99-033, which consists of the installation of new play equipment and play area, additional parking, renovation of existing lighting system, landscaping, and irrigation system at North Oaks Park. The bid opening for this project was held on Thursday, December 15, 1994. Based on comments from public participation, the Parks and Recreation Commission, and staff, the engineer's estimates total $250,000 for the completion of the project. Of the $250,000 budget, $25,000 has been utilized for the design and construction documents. The remaining $225,000 will not be adequate to construct all improvements that the community expects. However, with participation by City staff, all planned improvements to the park will be made. Demolition of the old play equipment began several months ago through a joint effort between the Public Works Department and the Parks Division. Parks Division staff will also provide tree planting, lighting installation, and landscape installation services. The remaining construction was advertised for public bids, and the results of the bid opening conformed with the engineer's estimate. Thirty bid packages were sold, four of which were local general contractors or subcontractors. A total of nine bid proposals were submitted for this project. The bids included all improvements previously described plus six bid alternates which included landscape items. Under the advice of the City Attorney, the bid proposal from Green Coast Construction Landscaping, Inc. was rejected for nonresponsiveness and failure to meet the requirements of the bid proposal. Green Coast's proposal contained gross numerical errors and did not include a listing of all subcontractors and vendors as required.. Funding in the amount of $225,000.00 for this project has been budgeted for fiscal year 1994/95 and is available in account #24-99033-227. In order to remain within this budget, several bid items were deleted. With these deletions, Pima Corporation's bid has been reduced to $206,849.00. RECOMMENDATION 1. The City Council reject the proposal submitted by Green Coast Construction Landscaping, Inc. for nonresponsiveness and failure to meet the requirements of the bid proposal. 2. The City Council accept the remaining bid proposals, numbers 2 through 9, as identified above. 3. The City Council award the contract for the construction of North Oaks Park Improvement - Project No. 99-033 to Pima Corporation for a total amount of $206,849.00, and that an additional $18,151.00 be approved should any change orders become necessary, for a grand total of $225,000.00. The City Council authorize staff to issue a purchase order to Pima Corporation in the amount of $225,000.00 from account #24-99033-227, REP;RJL.dis counci1\agnoak1.rj1
