SUBJECT: EMERGENCY STREET RESTORATION WORK -
"OFF -SYSTEM ROADS III" (PROJECT NO. 95-912)
PROJECT ACCEPTANCE

BACKGROUND
This project was one of many emergency street restoration contracts let for the construction of
street repairs damaged as a result of the Northridge Earthquake which are funded jointly by
Federal Emergency Management Administration (FEMA) and the State Office of Emergency
Services (OES). On November 8, 1994, Council awarded the contract for the subject project to
the low bidder, R & H Paving, Inc., Saticoy, California, in the amount of $169,950.00 for the
emergency street restoration of "Off -System Roads III" at various locations in the City.
While the street repairs following the earthquake were being performed, subsequent aftershocks
caused additional damage to the pavement, curbs, gutters, and sidewalks throughout the City.
These additional damaged facilities, including street repair calls from the residents, were
included in the contract with R & H Paving, Inc., which increased the contract by $124,461.74.
During the course of the street repairs, it was necessary to involve the Stormwater Utilities
Program Unit to resolve a drainage problem at the intersection of Kalmar Avenue and Daisetta
Drive. The work included the construction of catch basins, junction structures, bedding
materials, and drainage pipes. After excavation for the removal of damaged curb returns had
begun, it was necessary to proceed with the construction of the storm drain's system, since
further delays would cause long-term inconveniences to the residents and the driving public.
The Stormwater Utilities Program is funding the cost of the drainage construction, totaling
$92,424.37.
This project was completed to the satisfaction of the Director of Building and Engineering
Services on June 28, 1995 for a total project cost of $386,836.11.

RECOMMENDATION
1. Appropriate an additional $124,461.74 to Expenditure Account No. 90-39109-227, and
increase Estimated Revenues in Account No. 90-3597 for an equal amount. In addition,
appropriate an additional $92,424.37 to Expenditure Account No. 51-5604-227 from Fund
Balance.
2. The City Council accept the project and direct the City Clerk to record the attached Notice
of Completion.
At the expiration of 35 days from the date of recordation of the Notice of Completion,
direct staff to release the amount deducted from the final estimate retained, except such
amounts as are required by law to be withheld by properly executed and filed notices to
stop payment.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
1. The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as: Off -System Roads
III, Project No. 95-912.
2. The City's address is: 23920 Valencia Boulevard, Suite 300, Santa Clarita, CA 91355-2196.
3. The general location of said public improvement was at various locations throughout the City.
4. On November S, 1994, a contract to construct said public improvement was awarded to:
R & H Paving, Inc., Saticoy, California 93004.
5. Work under said contract was completed on to the satisfaction of the Director of Building and
Engineering Services, and was accepted by the City on June 28, 1995.
