SUBJECT: OLD TOWN NEWHALL REVITALIZATION PROGRAM

BACKGROUND
A group of Old Town Newhall merchants has requested that a parking needs assessment and
improvement recommendation be developed as part of the ongoing revitalization efforts. They
have requested that this analysis be conducted in conjunction with the evaluation of a new
alternative design concept for San Fernando Road \ Railroad Avenue that features angle
parking on San Fernando Road as well as the necessary improvements along Railroad
Avenue. Staff believes that expanding the scope of work of the City's revitalization
specialists, Freedman, Tung and Bottomley (FTB), to include these work items and to conduct
an additional public workshop is appropriate and necessary to building a community
consensus.
There have been six previous workshops facilitated by FTB that have included discussions
on the following issues identified by the community: a) Development standards and
guidelines; b) Market Analysis and economic niche identification; c) San Fernando Road
streetscape and circulation; and d) Financing strategy. Once the parking analysis component
has been developed, the comprehensive strategy and recommendations that include all the
above elements will be presented to the City Council. Staff estimates the following tentative
timetable to occur:

RECOMMENDATION
It is recommended that the City Council approve the appropriation of funds in the amount
of $16,325 dollars to Account No, 01-5005-227 from Contingency Account No. 01-4101-290 to
pay Freedman, Tung and Bottomley to perform a parking needs assessment and
improvements recommendation and to conduct one additional public workshop as requested
by the merchant's group.

PARKING PLAN AND STREETSCAPE ALTERNATIVE

The Scope of Services for the Downtown Newhall Revitalization Program is to be augmented by the
following additional tasks:
Task 1. Fieldwork and photography.
Field reconnaissance of existing parking supply, parking signage, potential locations for future supply.
Interview staff as necessary; collect base information from City.
Task 2. Prepare Base Maps.
Using base information received from City of Santa Clarita, prepare base map(s) as needed for analysis and
workshop illustrations.
Task 3. Map Downtown Parking Supply and Conditions.
Inventory and map location of existing on -street and off-street parking supply.
Task 4. Develop Recommended Parking Plan; Prepare Diagram Illustrating Recommendations
A. Develop recommendations to accommodate Downtown parking needs now.
B. Develop recommendations to accommodate the likely evolving need for parking as revitalization
proceeds in the medium- and long-term.
C. Illustrate parking plan recommendations - annotated plan view diagram.
Task 5. Prepare Prototype Improvement blow -Up.
Prepare a detailed illustration of a key aspect of future parking improvements (e.g. parking lot
construction/unprovemenr, parking structure, or some other design concept for construction as needed) -
annotated illustrative plan view diagram.
Task 6. Develop, Evaluate and Illustrate an Alternative Streetseape Design Concept to Construct
Angle Parking Along San Fernando Road
The current preferred streetscape design concept (resulting from City Staff and Community Workshops held
to date) includes a three -lane with parallel parking configuration. This is to be accompanied by gradual
improvements to Railroad Avenue as needed to augment vehicular capacity provided by San Fernando Road.
This workshop cycle will develop an alternate to that preferred concept, by evaluating the potential for angle
parking along San Fernando Road, and the necessary accompaniment of improvements along Railroad

Avenue.
Task 7. City Staff Review Meeting (day).
Present recommendations for City Staff review and comment prior to presentation in an evening Community
Workshop.
Task 8. Community Workshop (evening).
Present recommendations for review by Community Workshop participants. Record participants' comments.
Task 9. Modifications.
As a result of input received in Tasks 7 and 8, above, modify illustrations as directed by City Staff for
inclusion in the Downtown Newhall Revitalization Program document, for presentation to the City Council.

Alex: The Scope of Services for the requested additional services follows. The Scope covers
three basic items for inclusion in the Downtown Newhall Revitalization Program:

1. A Parking needs assessment and improvements recommendations
2. The evaluation and development of a new alternative design concept for
San Fernando/Railroad that features angle parking on San Fernando Road
and the necessary corresponding improvements along Railroad Avenue.
3. An additional workshop cycle in which the above items are presented and
discussed with City Staff (daytime) and then with Community workshop
participants (evening).
Please note that the parking plan items differ from the scope for a parking plan that you
originally received from us at the beginning of the Newhall project, in that we have eliminated
cost estimating services. We have done so in an effort to keep the fees for these

services as low as possible. In that event, costs corresponding to parking plan recommendations
will either not be presented, or the City Staff can provide them when the results of this analysis
are presented tot he City Council.
