HomeMy WebLinkAbout1995-02-14 - AGENDA REPORTS - PEDDLER SOLICITOR ACTIVITY (2)AGENDA REPORT 6 � � ity Manager Appro Item to be presen d by: Steve Stark S 5 CONSENT CALENDAR DATE: February 14, 1995 SUBJECT: REVIEW OF PEDDLERISOLICITOR ACTIVITY DEPARTMENT: Finance BACKGROUND: On September 13, 1994, Council adopted Ordinance 94-11 which established the City of Santa Clarita Peddler/Solicitor Permit which became effective on October 13, 1994. Council directed staff to monitor the new Permits for a period of 90 days, and report back to the Council regarding its effectiveness. The City currently contracts with the County of Los Angeles Business License Section to administer the City Peddler/Solicitor Permits as well as enforce our current Business Licenses. The County has provided a local Business License inspector approximately three days a week to provide these services. The Inspectors contacted peddlers/solicitors through canvassing the area using an informative and educational approach. Using this approach, on the first contact the peddler/solicitor was directed to cease operation until the required permit had been obtained. The peddler was given a notice with instructions on where to apply and an information sheet provided by the City. If a second contact was necessary, the peddler was issued a written warning. During the period of October 15 - December 31, 1994, County Inspectors reported 35 field contacts to Peddlers/Solicitors while City Code Enforcement reported 5 contacts. Of the 40 total contacts, the County has processed only 7 applications for Peddler/Solicitor Permits, indicating that less than 20% of those contacted have actually shown an interest in continuing to operate within the City and complying with the current ordinance. In the last few weeks, the Inspectors have reported a decreased activity level of peddlers/solicitors which might infer that some have simply left the area. Staff feels the Peddler/Solicitor Ordinance has been effective and that the current program continue. RECOMMENDATION: Council receive and file 90 -day report. Agenda Item: ��
