HomeMy WebLinkAbout1995-02-07 - AGENDA REPORTS - PR&CS MP (2)CITY OF SANTA CLARITA INTEROFFICE MEMORANDUM TO: Mayor Darcy and City Councilmembers FROM: John Danielson, Manager, Parks, Recreation, �4 nity Servic DATE: February 7, 1995 SUBJECT: Parks, Recreation, and Community Services Master Plan BACKGROUND Over the past four months, the Parks, Recreation, and Community Services Department has been heavily involved in the creation of a 20 -year Master Plan which will serve as the guiding document in the development, financing, location, expansion, and programming of the Parks, Recreation, and Community Services Department. A series of meetings/workshops have been held throughout the City. Members of civic groups, organizations, churches, and school districts representing over 20,000 local citizens have participated. These workshops have provided invaluable information on a wide variety of subjects including community needs for recreational programming, facilities, cultural arts, and special events. The Master Plan is being designed as a dynamic working document that will allow for growth and changing community demographics, yet be specific enough to provide a high degree of credibility in the expansion of Parks, Recreation, and Community Services programming. This evening's study session will place a strong emphasis on interaction between the City Council and our consultant, Norman Landerman-Moore, of Landerman-Moore Associates. Mr. Landerman-Moore is nationally recognized for his work in the field of parks and recreation, and has been instrumental over the last 20 years in developing benchmark standards for the development of parks and recreation master plans. Joining Mr. Landerman-Moore this evening is Richard Roy of HRP LanDesign. Mr. Roy is a licensed landscape architect and is providing the technical support to the Master Plan. However, the techniques or methods of evaluating supply and demand to describe the relative need for parks and recreational services are often convoluted by value judgments, methodology, distortion and theoretical and political argument. Regardless, no aspect of recreation planning is more critical than the NEEDS ANALYSIS because it must synthesize supply and demand, and formulate relative measures of deficiencies or surplus that may be translated into goals, policy and priorities. Over the past two or three decades, several methods have been attempted to interpret recreation needs, many of which have distorted the actual public requirements and created administrative and budgeting constraints beyond resolution. By definition, "recreation need" is the difference between current and projected recreation demand and the existing supply of opportunities expressed in terms of land, facilities, and programs. Central to the many elements required to evaluate recreation needs is defining -LEVEL OF SERVICE". This element of policy planning is primarily based on a behavioral approach that assumes age to be the most reliable variable in detemung recreation participation and thus the "need" for various recreation resources. Because this method is based on demographic models of population with emphasis on age groups, it can be updated to reflect changing population conditions or land use policy influences such as the Growth Management Act has on Countv and City jurisdictions The level of service method is also a qualitative measure of the effectiveness of public service by a given facility, system of facilities ( City or County Parks System ) andior multi -jurisdictional recreation resources within a certain geographic zone or region. Finally, an acceptable "level of service' of any particular jurisdiction is the level that establishes a set of values which are political. social. environmental and most importantly, economic. By understanding the level of service to be achieved within any single jurisdiction or in geographic areas where multi -jurisdictional issues occur, decisions can be made that establish a policy standard for determining the ratio of recreation resources to populations Such a policy standard is commonly referred to as the "Population Ratio Method". It is applied by cities counties and districts as the standard for recreation space expressed in acres of land per 1000 population. This standard applies nearly exclusively to public recreation and principally in urban areas where cities and counties have become more densely populated. The process considers the relationships of resident population densities, visitor populations, growth of urbanization, service areas and climate in relation to recreation needs. It also makes a distinction of school / park relationships, private recreation service providers and any unique qualities that may influence tourism activities or destination recreation. The combination of Level of Service and Population Ratios as methods for establishing a policy for recreation resource development has proven public benefit and cost effective results. The most important benefit is the ability of administrators within a multi - jurisdictional service area to classify populations into user groups that require certain physical resources and environmental settings. It also enables any jurisdiction to define the types of recreation resources that relate specifically to the desired experience of the recreationist and it establishes management tools for continued analysis, adjustments and policy modifications over time. Key factors that must be given consideration in the processes described above include: • Recreation Areas % Geographic Patterns & Patterns of Recreation User Demand: I ) Seasonable distribution of use 2) Leisure periods and time budgets 3) Geographic distribution of users and resources 41) Participation rates of general and special populations resident and visitor) for a particular set of activities. 5) Inventories and analysis of existing and potential recreation resources 6) User group profiles and use characteristics 7) Estimates of recreation supply and demand by resource classification 31) analysis of benefit vs cost and economic output potential The attached illustrates a specific project planning process which incorporates the principles discussed above and which leads to development of the master plan for a project(s). Mayor The meeting will allow members of the Newhall community, Jo Anne Darcy Mayor Pro Tem including businesses and residents alike, to guide the City in the Carl Boyer Councilmember development, administration, funding and implementation of parks, Jan Heidt recreation, and community service programs over the next 20 years. The meeting will be geared for both English and Spanish-speaking residents. The meeting will be a working meeting, where various organizations and interest groups will discuss ideas and exchange information that will help develop a Master Plan to fit needs that represent the entire community. Additional community meetings are scheduled for January and early February throughout other areas of the valley.
