Nisichi(I T— DATE: March 28, 1995 SUBJECT: SAN FERNANDO ROAD WIDENING PROJECT, PHASES 2 AND 5 - PROJECT NO. 96-36 DEPARTMENT: Community Development The San Fernando Road Widening Project, with an original completion date of September 1995, is now nearly 90% complete. Careful planning and excellent coordination between several utility companies and the Contractor have allowed the project to remain well ahead of schedule, despite over one month of rainy days during the construction period. Staff is currently projecting a completion date of June of this year, with Magic Mountain Parkway opening by the end of April. On July 13, 1993, Council approved staffs recommendation to combine Phases 2 and 5 of the San Fernando Road Widening Project into one project. Consolidation of the construction and the construction engineering functions has resulted in a significant cost savings. The Phase 2 portion of the combined project, which is 85% City funded, has a total construction budget of $1,771,000 and is expected to be completed at a cost of $1,150,000, for a savings of over $600,000 (TDA money). Staff recommends increasing the scope of work of the San Fernando Road Widening Project to include the construction of a storm drain and overlaying a portion of Bouquet Canyon Road. The cost of this work is estimated to be $600,000 and will be funded by the project savings. During the recent rains, flooding occurred on San Fernando Road near the intersection with Cinema Drive creating hazardous driving conditions in the area and flooding an area which is currently being developed by the Parks Department as a bus stop. Staff believes that the construction of the storm drain, which will extend from approximately 700 feet south of Cinema Drive to Cinema Drive, will significantly increase public safety in this area during heavy rains and will increase the feasibility of a bus stop in this area. APPRO KI Aa Item: 9 SAN FERNANDO ROAD WIDENING PROJECT PHASES 2 AND 5 - PROJECT NO. 96-36 March 28, 1995 - Page 2 The area to be overlayed will be a portion of Bouquet Canyon Road, from the northerly limits of the Widening Project to the southerly limits of the Bouquet Canyon Road portion of the Annual Overlay Project which is currently under construction. The Los Angeles County Materials Laboratory tested this area and have recommended overlaying this entire area. When completed, the overlay will complete a 2.24 mile stretch of new pavement along Bouquet Canyon Road and San Fernando Road from approximately 400 feet north of Valencia Boulevard to the Placerita Creek Bridge. Staff believes that since the annual overlay and widening, contractors are currently mobilized on both the north and south ends of the proposed storm drain and overlay project limits, it is important to proceed at this time. By doing so, the cost of construction, construction engineering and the inconvenience to the public will be significantly reduced. In addition, a timely completion of the storm drain will allow Parks to proceed with the bus stop project. RECOMMENDATION Authorize staff to negotiate a change order not to exceed $565,000 to Reyes, Security J.V., the contractor for the Widening Project, or to Granite Construction, the contractor for the Annual Overlay Project for the additional work. Authorize the City Manager to enter into a contract with Sikand Engineering for design services not to exceed $35,000. CLN:hds m=cihp66-36.cln
