SUBJECT: Santa Clara River Park - Santa Clara River Trail Phase II
DEPARTMENT: Parks, Recreation, and Community Services
The City of Santa Clarita has been awarded $500,000 for the acquisition and construction of an
open space park area, trail rest stop, and greenway near the confluence of Mint Canyon and the
Santa Clara River. The Safe Neighborhood Parks Act passed by the voters in November 1992,
is the funding source for this project. In the grant application, this project was proposed to be
constructed with Phase II of the Santa Clara River Trail.
The Parks Division is currently developing the Phase II section of the river trail in these areas,
and recommends including the Mint Canyon Grant scope -of -work into the work in process for
the river trail. The scope -of -work will include landscaping, a trail rest stop, river viewing area,
and land acquisition for river trail & park greenways.
Cal Poly Pomona 606 Studio and the Parks Planning Section is currently preparing a study of
the Santa Clara River to identify undeveloped parcels for acquisition as River Park Sites along
the River Corridor, The study indicates that the undeveloped river in the Mint Canyon and the
Lost Canyon Road areas are preferred site opportunities.
1. Authorize the Transfer of $75,000 from the River Park Account No. 24-99037-227 to the
Santa Clara River Trail Phase II Account No. 24-99046-227.
2. Authorize the Director of Administrative Services to establish Revenue Account No. 24-
3589 for the receipt of $500,000 Proposition A Funds, and increase the budget amount for
the Santa Clara River Trail Phase II Account No. 24-99046-227 by $500,000.

Enclosed for your file is are your fully executed Project Agreements for the subject grant. Please
note the requirement in Section D.6 of this agreement, that the District must be named as
additional insured on any contract involving this project. I have enclosed copies of the Payment
Request Form and other supporting documents for your use in requesting reimbursement from
the District. Instructions for completing the form are on the reverse side of the Payment Request
Form. In addition, please refer to page 6, payments of grant funds, in the Competitive Grant
Program Procedural Guide that outlines the process for payment requests.
Blank copies of forms on the employment of youth and solicitation of contractors are also
enclosed for your use during the project performance period. Please make copies of these forms
for future use.

Project Agreement
Los Angeles County Regional Park and Open Space District Grant
Rivers & Streams Competitive Grant Program
(From Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree -Planting, Senior and Youth
Recreation, Beaches and Wildlife Protection ("the Proposition"), which voters approved on November 3, 1992)
Grant No. 5BJ4-95-0340
The Applicant listed below ("Applicant") and the Los Angeles County Regional Park and Open Space
District ("the District") do hereby enter into this Project Agreement ("this Agreement"), and under the
terms and conditions of this Agreement, Applicant agrees to complete the project as described in the
Description of Project and the District, acting through the Director of the County of Los Angeles
Department of Parks and Recreation and pursuant to the Proposition, agrees to fund the project up to
the total grant amount indicated.

Description of Project
Acquisition of approximately 5 acres along the north bank of the Santa Clara River, restoration of habitat
and construction of a bicycle trail. Project includes removal of debris, filling and grading to improve
drainage and installation of an irrigation system.

signature on the last page of this agreement.
