Rick Putnam CONSENT CALENDAR DATE: April 11, 1995 SUBJECT: Santa Clara River Trail Update DEPARTMENT: Parks, Recreation, and Community Services BACKGROUND The Parks, Recreation, and Community Services Department is currently working on the construction and design of several phases of the Santa Clara River Trail, The City's General Plan and adopted River Study has provided the direction necessary to implement this project. Phase I of the Santa Clara River Trail is currently under construction. Funding for this project is available from a successful Proposition 116 grant and Public Financing Authority (PFA) funds. This section of trail is located in the Canyon Country community from the Soledad Canyon Road bridge eastward toward the Sierra Highway bridge on the north side of the river, Construction is scheduled to be completed early this spring. The Public Finance Authority allocated $2,000.000 for all phases of the Santa Clara River Trail. Of the 2,000,000, $590,000 has been earmarked for Phase I of the Santa Clara River Trail. A total of $390,000 has been previously programmed for this project. At this time, it is necessary to request the $200,000 balance to complete the project in this fiscal year. Phase II of the Santa Clara River Trail has been designed and is being reviewed for permits by Los Angeles County Flood Control and Caltrans. This phase of trail will extend from the west side of the Sierra Highway bridge eastward to Lost Canyon Road. Once permits are received, staff is prepared to advertise for bids and award a construction contract this fiscal year. Construction of Phase II is scheduled to begin early this summer and be completed by the fall of 1995. Funds are available from a Proposition C competitive grant in the amount of $1,075,000. A total of $875,000 was programmed for this year; however, staff expects to also encumber the remaining $200,000 this year. Both phases of the Santa Clara River Trail are scheduled to open during the fall of 1995, providing an additional three miles of Class I off-street bikeways to the City's backbone trails system. ..' : Item:_ RECOMMENDATION 11 City Council to appropriate $200,000 from PFA fund balance to account #28-99018- 227, Santa Clara River Trail Phase I. 2.
