Nisich�s NEW BUSINESS DATE: January 24, 1995 SUBJECT: SCHOOL BUS STOPS - ORDINANCE NO. 95-1 DEPARTMENT: Community Development BACKGROUND Mr. Gary Smith, the William S. Hart School District Transportation Coordinator, requested the City to permit school buses that operate for the public school districts, to stop for the loading and unloading of schoolchildren alongside any or all curb spaces designated for the City transit system buses. It is also requested to permit school buses to stop in front of driveways on the streets. In order to increase the road capacities, many on -street parking spaces along City streets have been removed, such as Valencia Boulevard and Soledad Canyon Road. Moreover, the existing traffic signs and curb markings on most of the major and secondary arterial streets prohibit curbside parking, except for City buses and emergency vehicles. With the above conditions, it was identified that designation of school bus stop locations are needed on the City streets. According to the California Vehicle Code (CVC 22500.5), upon agreement between a transit system operating buses engaged as common carriers in local transportation and a public school district, local authorities may, by ordinance, permit school buses owned by, or operated under contract for, that public school district to stop for the loading or unloading of passengers alongside any or all curb spaces designated for the loading and unloading of passengers of the transit system buses. In addition, according to the CVC 22500(e), when authorized by local authorities pursuant to Ordinance, school buses may stop in front of public and private driveways to load and unload passengers. This may provide additional school bus stop locations. Based on the above, staff recommends that school buses be permitted to stop at all curb spaces designated for the loading or unloading of passengers of the City transit system buses. Staff also recommends to permit school buses to stop in front of public and private driveways on residential and collector streets to load or unload schoolchildren. School buses owned by, or operated under contract for, a public school district shall be permitted to stop for the loading and unloading of passengers alongside any or all curb spaces designated for the loading or unloading of passengers of the City transit system buses pursuant to California Vehicle Code (CVC), Section 22500.5. B. School buses owned by, or operated under contract for, a public school district shall be permitted to stop in front of public and private driveways on residential and collector streets_ for the loading and unloading of passengers pursuant to California Vehicle Code �) (CVC, Section 22500(e).
