26 Acres in the Lost Canyon Road Area

BACKGROUND
The City of Santa Clarita has been awarded $2,480,000 from the Safe Neighborhood Parks Act
passed by the voters in November 1992 solely for the acquisition and development of Santa Clara
River Parkland. The Park Planning Section is currently preparing a study of the Santa Clara
River to identify undeveloped parcels for acquisition as River Park sites. The study indicates that
the undeveloped river area in the Canyon Country community located at approximately the Lost
Canyon Road undercrossing of the Antelope Valley Freeway (Interstate 14) is a preferred site
opportunity.
The owner of parcel #2840-002-003 has expressed an interest in selling approximately 26 acres
of land to the City for River Parkland. This parcel is within the preferred site area (zone #13, see
attached map) of the River Park acquisition study and is adjacent to an additional 40 acres of land
owned by Waldron, Cloyd and Schaffer, who through their real estate agent has also indicated a
willingness to enter into negotiations to sell their parcel to the City of Santa Clarita. This parcel
is located in the unincorporated area of Los Angeles County. Park Planning staff supports this
acquisition opportunity as an important element in the development of our River Park system and
the Santa Clara River Trail, which is currently under development in this location.
The property owners have requested that the City begin sales contract negotiations on the 26 -acre
parcel by opening an escrow account, preparing escrow instructions, an offer to purchase, and a
refundable escrow deposit of $10,000. The escrow deposit will be subject to final approval by the
City Council for acquisition and price, and will be refundable to the City if acquisition of this
parcel is not authorized by the City Council. The deposit is considered by the property owner to
be an indication of good faith in the acquisition process to hold the property off the open market,
subject to the City's approval of due diligence reports and an independent property appraisal to
establish a fair market sales value.
1. Authorize the City Manager to sign all required and necessary forms to open and enter into
an escrow account to remove the property from the open real estate market;

2. Authorize a refundable deposit of $25,000 into a real estate escrow account from previously
appropriated Proposition A Specific Project revenues budget account #24-99037-227; and
3. Authorize the Director of Parks, Recreation, and Community Services to contract services
for due diligence reports on property ownership records with the selected escrow company,
Rincon Consultants for California Environmental Quality Act (CEQA) and on-site hazardous
waste evaluations, and others for reports as required to negotiate a fair market purchase
value for the parcel.
