Parks, Recreation, and Community Services Staff was previously successful in securing Clean Air and Transportation Improvement Act discretionary grant funds in the amount of $250,000 for design and right-of-way acquisition services for a Class I (off-road) pedestrian and bicycle trail between the Commuter Rail Station and the South Fork Trail (see attached sketch). This project is included in the City's 1994-95 annual budget, and account no. 24-99047-227 has been established to track costs associated with this work. Design services for the project must be secured at this time. Requests for proposals were previously issued for similar services along the Santa Clara River Trail, and the following firms were subsequently pre -qualified for this type of work: BSI Consultants, Inc. (Santa Ana), David Evans and Associates (West Covina), Church Engineering (Irvine), and Sikand Engineering (Van Nuys). Staff has completed the qualifications basis selection process for this project and recommends that design and right-of-way acquisition services be secured through David Evans and Associates. In the event that negotiations with David Evans and Associates are not successful, staff recommends that design services be procured through Sikand Engineering. x4mid I UI DleI • , The City Council authorize staff to enter into a contract with David Evans and Associates up to the budget amount of $250,000 for design and right-of-way acquisition services for the Santa Clara River Phase III project.
