SUBJECT: SIERRA HIGHWAY - NO STOPPING ZONE
RESOLUTION NO. 95-20

BACKGROUND
After the January 17, 1994 earthquake, Sierra Highway was used as a detour route for State
Route 14 (SR -14). As a result, a no -stopping zone was established (by signs) along the west
side of Sierra Highway from approximately 1,000 feet north of the SR -14 ramps (at Placerita
Canyon Road) to 100 feet south of Remsen Street to provide three southbound travel lanes
(see Exhibit "A"). This was done as an emergency. Sierra Highway between San Fernando
Road and Friendly Valley is under the State's jurisdiction (Caltrans), and the portion south
of San Fernando Road is under the City's jurisdiction. Since SR -14 and Interstate 5
interchange has been restored and in operation, Caltrans is seeking the City's direction
regarding the removal or preserving of the existing no -stopping zones in the State and City
jurisdictions.
Based on staff observations of the area and considering the area land use, it is determined
that little or no on -street parking demand exists along that stretch of the road. Although this
road has no longer been a detour route for the past few months, no complaints were received
about the existing no -stopping establishment. In addition, Sierra Highway is a major
highway and the City has a project funded by the Metropolitan Transportation Authority to
stripe the roadway for six lanes next year, which will require the establishment of no
on -street parking along both sides. Preserving the existing no -stopping establishment would
save staff time, and the cost involved in the removal of the existing no -stopping signs now
and reinstalling the signs when they become necessary with the upcoming project.
Therefore, it is recommended to preserve the existing "no -stopping" zone along the west side
of Sierra Highway between 1,000 feet north of SR -14 off -ramps at Placenta Canyon Road and
100 feet south of Remsen Street.

Adopt Resolution No. 95-20, establish a no -stopping zone along the west side of Sierra
Highway from San Fernando Road to 100 feet south of Remsen Street.
2. Direct staff to prepare a letter to Caltrans requesting to preserve the existing
"no -stopping" zone along the west side of Sierra Highway from approximately 1,000 feet
north of the State Route 14 ramps (at Placerita Canyon Road) to San Fernando Road.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
ESTABLISHING A NO -STOPPING ZONE ALONG
THE WEST SIDE OF SIERRA HIGHWAY FROM
SAN FERNANDO ROAD TO 100 FEET SOUTH
OF REMSEN STREET
WHEREAS, it is consistent with normal traffic engineering practices to establish
a no -parking or a no -stopping zone; and
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides
for local authorities to prohibit stopping or standing of vehicles on certain streets, highways,
or portions thereof, during all or certain hours of the day.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, does resolve as follows:
SECTION 1. That the stopping and standing of vehicles on the following street
or highway, or portions thereof, shall not be allowed:
1) Sierra Highway, along the west side from Sand Fernando Road to 100 feet
south of Remsen Street.
SECTION 2. That the no -stopping regulations, as provided herein, shall apply
when appropriate curb markings or signs giving adequate notice thereof, have been placed
as described in Section 1.
