HomeMy WebLinkAbout1995-06-13 - AGENDA REPORTS - SOLID WASTE MGMT DISPOSAL (2)AGENDA REPORT City Manager Approval Item to be presented by: ageL NEW BUSINESS DATE: June 13, 1995 SUBJECT: INDEPENDENT STUDY OF SOLID WASTE MANAGEMENT DISPOSAL AND DIVERSION PRACTICES USED BY MUNICIPALITIES AND PRIVATE INDUSTRY (MIX OF TECHNOLOGIES) DEPARTMENT: Public Works On May 3, 1995, the City of Santa Clarita Public Works Department sent out Requests for Qualifications to ten firms to provide an analysis of solid waste management disposal and diversion practices used by other municipalities and the private sector. Firms were asked to identify a mix of technologies which divert waste from landfills. The Scope of Work included identifying new emerging solid waste management technologies, identifying available landfill capacity in the Southern California region and identifying existing successful waste management and diversion technologies in Europe, Canada, Japan and the United States. The following firms submitted proposals to the City: 1. Gershman, Brickner & Bratton, Inc. (GBB) 2. R.W. Beck and Associates Each of the proposals was reviewed and evaluated on how well their submitted proposal met the Scope of Work as identified in the Request for Qualifications. Based on that thorough evaluation, it was determined that Gershman, Brickner & Bratton, Inc., (GBB) most closely met the qualifications required. 1. That the City Council authorize the agreement between the City of Santa Clarita and Gershman, Brickner & Bratton, Inc. (GBB) to conduct an analysis of solid waste management disposal and diversion practices by municipalities and the private industry in an amount not to exceed $75,000. Funds are available in Account No. 20-2259, Request for Qualifications Draft Agreement Mg. gbb.ap Age; Item: 3 500 CITY OF SANTA CLARITA DEPARTMENT OF PUBLIC WORKS REQUEST FOR QUALIFICATION The City of Santa Clarita is requesting qualifications and services from a consulting company who has prior experience working for the public sector. Scope of work shall include an analysis of Solid Waste Management disposal and diversion practice used by municipalities and private industry. The analysis shall be structured as separate elements on a cost per item basis. I. SCOPE OF WORK 1. Identify existing solid waste management technology used by municipalities and private industry. 2. Identify existing solid waste diversion technology used by municipalities and private industry. 3. Identify new emerging solid waste management technologies. 4. Identify existing technologies which divert waste from landfills. 5. Identify available 15, 30, and 50 year landfill capacity in the Southern California region. 6. Identify existing, 15, 30, and 50 year waste diversion capacity in the Southern California region. Identify existing successful waste management and diversion technologies in Europe, Canada, Japan and the United States. 8. Identify existing out-of-County/State available landfill capacity. 9. Based on the findings of the above listed items identify a realistic, economically feasible integrated waste management program for Los Angeles County. The program shall reduce the County's dependance on landfills. The integrated program shall include but is not limited to the above identified existing successful diversion and emerging technologies. sw prfq page no. 1 { II. PROJECT QUALIFICATION This RFQ has been prepared to select a professionally qualified and highly motivated consultant with experience in designing and implementing successful municipal waste management programs. Upon selection of a consultant, the City will negotiate and execute a contract directly with the selected firm. 2. Consultant must not now, nor in the past have conducted any work for BKK (Elsmere Corporation). 3. The consultant must be an Equal Opportunity Employer. 4. The consultant must submit the study in final form by July 1, 1995. 5. The consultant must include an hourly rate schedule for all staff positions. 6. The consultant must include the estimate of the total hours to conduct the above scope of work. 7. The consultant must use recycled paper, with a minimum 10% Post Consumer content, in all written documents. III.
