Nisich� SUBJECT: IMPROVED STREET SWEEPING OPERATIONS AND MAINTENANCE ACTIVITIES FOR IMPLEMENTATION OF THE CITY'S STORMWATER UTILITY PROGRAM DEPARTMENT: Community Development The Clean Water Act of 1972 (as amended), requires the U.S. Environmental Protection Agency to establish federal regulations for stormwater/urban runoff discharge under the National Pollutant Discharge Elimination System (NPDES), The City of Santa Clarita is a participant and co -permittee under the Los Angeles County NPDES permit, as administered through the California Regional Water Quality Control Board. Our permit has identified several Best Management Practices (BMP's) to control the discharge of pollutants by reducing and preventing stormwater quality degradation. Staff is currently involved in several activities to implement NPDES permit requirements. Our consultant has commenced with the preparation of our stormwater management plan, and the required aerial photography to create digitized base maps. The catch basin stenciling program has been completed, and the hang -tag public education program is underway. Staff continues to coordinate our efforts with Solid Waste program activities to implement other mandated BMP's. Staff is reviewing statements of qualifications for the following activities: preparation of an expanded information and education program, annual utility billing, water quality monitoring, catch basin and storm drain cleaning, and pump maintenance and repair. As a co -permittee with Los Angeles County, the City is working with the State Water Quality Control Board to establish a watershed -basin approach to stormwater management. One of the primary BMP's required by the NPDES permit is upgraded street sweeping. Residential areas currently served under the City's existing street sweeping contract with the firm of California Street Maintenance, and are swept once every two weeks. At this time staff proposes to improve this level of service by amending the street sweeping contract to increase street sweeping to once every week in the existing service area. When the City assumed street sweeping activity from the County, the total number of road miles was increased and more efficient equipment was employed at a lower cost. Upon adoption of the Stormwater Utility, the City was able to improve the quality and quantity of the street sweeping program from funds available through the utility. For the `95P96 fiscal year, staff proposes to again improve street sweeping services by increasing residential and arterial sweeping to once per week, covering 307 road miles. Total funds of $120,000 from the Stormwater Utility budget (Account No. 51-5604-227) would be committed for the increased contractual services per the request for an amended street sweeping contract with California Street Maintenance. APPROUED STREET SWEEPING OPERATIONS AND MAINTENANCE NPDES STORMWATER PROGRAM March 28, 1995 - Page 2 The issue of street sweeping is related to the broader concern of storm water system operations and maintenance. The City desires to implement drainage system monitoring and inspection activities which are also mandated BMP's. To this end, additional staff is needed to be responsible for enhanced field activities, including maintenance, monitoring, and inspection. Two of these positions are identified as Crew Leader and Street Maintenance Worker and were funded in the '94-'95 fiscal budget (Account No. 51-5600-101). We now request that these two positions be filled to improve existing levels of service and help implement BMP's required for our Stormwater program. These positions are also included in the proposed '95-'96 fiscal budget. Current and future staffing has created the demand for two additional staff vehicles at this time. The Stormwater Utility budget for '94295 has allocated funding, under the capital equipment Account No. 51-5600-402, for two appropriate program vehicles for administration and field activities, including maintenance, monitoring, inspection, and travel to official meeting venues. Funding for one additional vehicle is included in the proposed '95-'96 fiscal budget. One of these vehicles will be utilized for maintenance and repair activities only. 1) Authorize the City Manager to execute the proposed amendment to the street sweeping contract, increasing street sweeping to once every week in the existing service area at a not -to -exceed cost of $120,000.00. 2) Direct the City Engineer to process invoices and issue payments subsequent to approval of the Public Works Department for the increased contractual services per the request for an amended street sweeping contract with California Street Maintenance. These payments will be issued from Stormwater Utility Account No. 51-5604-227 for increased street sweeping services. 3) Approve the hiring of one Crew Leader and one Street Maintenance Worker for utility field activities, including maintenance, monitoring, and inspection. The salaries will be paid from Stormwater Utility Salary Account No. 51-5600-101. 4) Direct staff to proceed with the formal bid process for the purchase of two additional vehicles for the Stormwater Utility program.
