Senator Maurice Johannessen (R -Redding) has introduced Senate Bill 149 regarding vehicle
license fee allocations, on behalf of the City of West Sacramento.
The existing Vehicle License Fee Law requires:
• A specified percentage of vehicle license fee revenues be allocated to cities based
upon their proportion to the population of the entire state.
• For cities incorporated on or after January 1, 1987, such as Santa Clarita, allocations
may be based upon a calculation of the number of registered voters multiplied by
three.
• This allocation formula for Santa Clarita is effective for eight full fiscal years,
through the end of Fiscal Year 1995/96.
• Beginning in Fiscal Year 1996/97 the population figure as determined by the
California Department of Finance will serve as the factor for allocation calculation.

Senate Bill 149 will:
• Eliminate the eight year limitation.
• Permit the population multiplier to be the larger of either three times the number
of registered voters at incorporation or the population figure as determined by the
California Department of Finance.
• Become effective immediately upon approval of the Legislature and Governor.
The, California Department of Finance has determined Santa Clarita's population to be
128,766 as opposed to the three times registered voter figure of 147,288. The Santa Clarita
Department of Finance has determined that the City will lose approximately $600,000
annually in Vehicle License Fee revenue beginning in Fiscal Year 1996/97 should this bill
not be enacted,
SB 149 is currently slated to be heard in the Senate Committee on Local Government.
RECOMMENDATION
Support Senate Bill 149 and transmit statements of support to Senator Johannessen, the
Santa Clarita state legislative delegation, appropriate committees of the Legislature, the
League of California Cities, Contract Cities Association, Independent Cities Association
and the City of West Sacramento.
