Representatives of the Sand Canyon Oaks Public Safety Committee have requested an
opportunity to address the City Council to request that their proposal to construct a bridge
across the Sand Canyon Wash at Sultus Street be given conditional approval. The Council and
staff have received numerous correspondence regarding this matter over the past few months:
The basic proposal is to construct a bridge utilizing portions of right-of-way previously offered
for dedication (but not accepted) on several approved subdivision maps. Further, the proponents
have indicated that this crossing will be 100% privately financed. This will involve considerable
expense for the design, processing and construction activities. Prior to expending these funds
and prior to submitting a formal application and paying the required fees, the proponents would
like the Council to approve this concept.
Several "Plot Plans" have been submitted by the proponents of the bridge in an attempt to show
what improvements they propose. Although no official application has been filed, the latest
"Plot Plan" is included with this package. Staff has commented on all submittals and requested
additional calculations and drawings in order to properly identify and advise the applicants of
any additional items of consideration or impacts that could occur from the construction of the
represented improvements.
Recent contact with Sand Canyon area residents, has produced a desire for additional public
discussion on the subject. Without specific details of a proposal, or an official application, staff
would condition any improvements intended for construction in right-of-way accepted by the
City Council for public use to be built to commonly accepted public standards. A list of these
conditions is attached to this report.

RECOMMENDATION
Option 1;
If Council feels that sufficient information has already been presented, approve in concept the
acceptance of the previous offers of dedication, as shown on the enclosed plan provided by the
applicant, to allow for the construction of this crossing and bridge. Include with this acceptance
the provision that all of the attached conditions be met before final approval to proceed. Once
staff confirms that all conditions have been met, staff will prepare an agenda item for the
Council to take official action to accept the dedicated right-of-way. Consider applicants requests
to deviate from the conditions of public standards and advise staff on how to proceed.
Option 2:
If Council wishes to pursue additional public input, direct the Planning Commission to study the
proposal and present recommendations to Council prior to further action.

CONDITIONS OF APPROVAL
1. The construction of a bridge and roadway is considered a project under the California
Environmental Quality Act (CEQA). An application for review and an initial study shall
be filed with the City of Santa Clarita Planning division. Further review under CEQA may
include action by the City Planning Commission.
2. Applicant shall pay all applicable fees for the review and processing of all documents and
calculations in association with this project. A deposit shall be made with the City to cover
any portions of the work to be completed by any outside consultants.
3. All improvements proposed shall be designed and built to standards maintainable by the
City, including a paved rural street section and provisions for pedestrians per the attached
standard plan.
4. All improvements must comply with the provisions of the Sand Canyon Special Standards
District within the City's UDC,
5. Engineering plans and profiles required for the construction of the bridge shall be prepared
for review by the City or its agent. These plans shall include, but shall not be limited to,
complete before and after hydrologic and hydraulic modeling based on newly created
topography.
6. Engineering plans required for the construction of the roadway shall be submitted for
review by the City Engineer. This shall include: street improvement plans displaying plan
and profile to show the specific dedication areas necessary for construction, vertical sight
distancelspeed calculations for the public roadway approaches to the bridge, full grading
plans and geotechnical reports identifying all slopes to be constructed including the
necessity of acceptance of the "slope easements."
7. All construction, which includes grading activities undertaken in the designated floodway
(Sand Canyon Wash) shall comply with the federally mandated "no -rise" provisions of the
Federal Emergency Management Agency. This will include preparation of before and after
water surface profile elevations to ensure that no additional land will be affected by
floodwaters. Any effect on floodwater elevations shall require compliance with FEMA
Flood Insurance Rate Map revision requirements.
8. Applicants will be required to obtain permits from the U.S. Fish and Wildlife 1U.S. Army
Corps of Engineers and the State Fish and Game Department. A National Pollutant
Discharge Elimination System permit from the Regional Water Quality Control Board will
also be required.
9. The minimum width of right-of-way for a public cul-de-sac street (the proposed
improvements end at a private gate) at the location in question per the City General Plan

is 60 feet. The minimum pavement width combined with the minimum width pedestrian
access on one side only is 40' (minimum acceptable width of the bridge deck not including
safety railing). This rural cross section is shown on the attached standard plan. The
minimum cul-de-sac radius shall be 32' to edge of pavement.
10. Bridge design and loading shall comply with the latest edition of the State of California
Department of Transportation Bridge Design PracticeManual.
11. Upon review of engineering plans for the proposal, if additional right-of-way is necessary
which has not been previously dedicated to the City, applicants shall be responsible for the
acquisition of the necessary property prior to issuance of any permits.
12. The applicant shall post bonds prior to the issuance of permits in order to secure the
completion of construction of all approved improvements.
