SUBJECT: TDA -3 APPLICATION RESOLUTION

DEPARTMENT: PARKS, RECREATION, AND COMMUNITY SERVICES
BACKGROUND
California State Senate Bill SB 821 provides for 2 percent of the County's transportation funding
to annually be set aside and used for the development of bicycle and pedestrian facilities.
The Parks, Recreation and Community Services Department has previously applied for and
received Transportation Development Act (TDA -3) funds. Resolution 95-1 is a requirement to
qualify for TDA -3 funding. The resolution confirms that the City of Santa Clarita will conform
to the construction standards for bikeways set by the California Department of Transportation
(CalTrans) and the Regional Mobility Plan.
The attached TDA -3 claim form for the 1994/1995 fiscal year ,requests the use of $44,725
currently held on reserve by Los Angeles County Metropolitan Transit Authority (LACMTA) to
be assigned to the South Fork Trail bridge and the trail connection to Newhall Avenue. The
same form also provides for the City's current allocation of $50,533 to be placed on reserve for
a future bikeway project to be identified by the, City.
RECOMMENDATION
The City Council approve and adopt Resolution 95-1, approving the application for bicycle and/or
pedestrian funds under SB 821 and approving the adoption of bicycle system specifications.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
APPROVING THE APPLICATION FOR BICYCLE AND/OR
PEDESTRIAN FUNDS UNDER SB 821 AND APPROVING
THE ADOPTION OF BICYCLE SYSTEM SPECIFICATIONS
WHEREAS, SB 821 provides that 2 percent of each county's total local transportation
fund be annually set aside and used to fund the development of bicycle and pedestrian
facilities; and
WHEREAS, the City of Santa Clarita desires to construct and maintain the master
bikeway system within their city utilizing, in part, the funds available under SB 821; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa
Clarita hereby:.
1. Adopt the bikeway system in conformance with the specifications in CalTrans
Bikeway Planning and Design and the Regional Mobility Plan;
2. Designate the Director of Parks, Recreation, and Community Services as the
City's contact person;
3. Maintain, or cause to be maintained in safe condition, all facilities whose
construction is wholly or partially funded by the requested allocation of SB 821
funds.
