SUBJECT: TEMPORARY PARKING - ORCHARD VILLAGE ROAD SOUTH OF
AVENIDA RONADA
Resolution No. 95-115
DEPARTMENT: Building and Engineering Services
Mr. Jim Blumel, Vice President of "Frosty's Forest, Inc., has requested the City to allow
temporary parking on Orchard Village Road (see attached letter). The request has been
reviewed by the Traffic Engineering staff, and it was determined that temporary parking could
be allowed on the west side of Orchard Village Road, from Avenida Ronada to 1,600 feet south,
except a portion of 200 feet at the intersection of Orchard Village Road and Dalbey Drive (see
Exhibits A and B). The period for temporary parking will be from Saturday, November 25, 1995,
(opening day) to Sunday, December 24, 1995, (closing day).
Frosty's Forest has been in business at the same location since 1979, and their customers have
been parking along Orchard Village Road adjacent to the subject property until the
establishment of a parking prohibition in the vicinity. Due to the existing parking prohibition,
customers for Frosty's Forest are no longer able to park along Orchard Village Road without a
special parking provision. Temporary parking along the west side of Orchard Village Road
would provide an adequate parking area for customers during the Christmas business period.
The proposed temporary parking would deter the customers from parking their cars and
affecting traffic conditions in the surrounding residential streets. Also, it would alleviate the
City from receiving potential complaints from residents.
Mr. Jim Blumel has been informed by staff that he should look for other customer parking
alternatives, because the traffic condition on Orchard Village Road may change in any given
future year, such that, it would be impossible to allow temporary parking. 'Mr. Jim Blumel has
indicated that he would pay all necessary costs involved in providing temporary parking at the
subject location, estimated to be $125.00.

RE: Request for Temporary Parking Permit:
Dear Mr. Rahmani:
RECEIVED
SEP 15 1995
TRAFFIC OIVISICN
Again this year, we are requesting that temporary parking
be allowed on the west side of Orchard Village Road from
Avenida Ronada to 1600 feet south, parallel and adjacent to
Frosty's Forest Christmas tree farm from Saturday, November 25
to Sunday, December 24, 1995.
There is no other reasonable alternative for our customers
to park and cut their trees. If they were to park in the
surrounding residential areas, I am sure it would generate
complaints from the residents. Temporary parking along
Orchard Village Road has been permitted for the past few
years with no problems of any kind.
Frosty's Forest has operated the Christmas tree farm on
Orchard village since 1979. The majority of our customers
are from the nearby Valencia/Newhall area. We have over
15,000 trees growing which provide an attractive and environ-
mentally beneficial use of the right-of-way. In the past
our customers have always parked at the curb, cut their trees
and left without disturbing the residents in the area. On an
average day in December we may have up to 20 cars parked at
the curb at one time. On our busiest weekend that number may
be as high as 60 cars at one time.
If I can provide any further information, please contact me
at (805) 255-8777.
Yours truly,
FROSTYL'' SQFOREST
