SUBJECT: TRAFFIC SIGNAL SYSTEM FEASIBILITY STUDY

The City of Santa Clarita has a long range plan of coordinating all traffic signals along the major
arterials using a centralized master control system. This goal is one of the action items in the
Community Development Department's Strategic Plan.
PHASE 1: As a first step toward this goal, staff invited five firms to submit a proposal to
perform a Traffic Signal System Feasibility Study. The purpose of this study is to evaluate the
existing operation of the signals and make short, medium, and long term recommendations
about the best techniques for coordinating traffic signals on a citywide basis. The study would
function as a master plan for expanding the City's master signal controller. This study will also
identify new advances in traffic control technology, identify potential funding sources to
accomplish the City s long term goals, and will also evaluate the existing maintenance practice
of the traffic signals within the City which is now conducted by the County of Los Angeles.
The advantages of having a central computer to monitor traffic signal operations are numerous.
The main advantages include quicker response to address motorists' complaints, better handling
of special events, handling of timing adjustments due to roadway closures or construction
detours, automatic detection and reporting of signal malfunctions, and finally the capability of
making timing adjustments to all traffic signals from a central computer located at City Hall.
This project will enable the City to receive potential funding from the Metropolitan
Transportation Authority through the call for projects.. Initiating this project at this time will
indicate the City's project readiness and thus increase the City's competitiveness in receiving
grant monies for the actual implementation of this project's recommendations in the future.

Based on technical qualifications, experience and methodology for the project, the consulting
firm of JHK & Associates was selected to be the most qualified for this project. Funding for this
project is available in Account Number 01-5402-227 and has been specifically designated for this
project.
PHASE 2: The implementation of the recommendations from this project will constitute the
second phase of this project. Staff will report back to Council with a request to appropriate
sufficient funds to accomplish those recommendations, once the first phase of the study is
complete.

Authorize the City Manager to execute an agreement with JHK & Associates, not to exceed
$32,000.00, subject to the approval of the City Attorney as to form.
