Caltran's procedures for the Partnership Program require the execution of a Local Agency -State Master Agreement which was approved in March 1992. In addition, a Program Supplement must be executed for each approved project. The following projects have been accepted into Cycle 5 of the SLTPP program, approval of supplemental agreements is required at this time: 1. SB95-5450(010): San Fernando Road at Magic Mountain Parkway (SR 126 Phase II) Maximum reimbursement potential: $142,989 2. SB95-5450(016): Median Modifications: Lyons Avenue, et. al. (five locations) Maximum reimbursement potential: $5,672 3. SB95-5450(018): Tournament Road Overlay: McBean Parkway to 189' n/o Soledad Canyon Road Maximum reimbursement potential: $2,129 4. SB95-5450(019): Sierra Highway Overlay: Friendly Valley to Soledad Canyon Road Maximum reimbursement potential: $18,724 5. SB95-5450(021): Whites Canyon Road Overlay: Soledad Canyon Road to 335' n/o Soledad Canyon Road Maximum reimbursement potential: $4,641 6. SB95-5450(022): Soledad Canyon Road Overlay: Whites Canyon Road to Canyon Country Park Road Maximum reimbursement potential: $36,418 The reimbursement ratio for Cycle 5 projects is 19.35% of total eligible project costs. ATTACHMENTS Resolution No. 95-125 Program Supplement Nos. 021, 022, 023, 024, 025 and 026 KK:Ikl:hds muncil\rea95125.kk RESOLUTION NO. 95-125 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT NOS. 021, 022, 023, 024, 025 AND 026 WHEREAS, the City of Santa Clarita has applied for State share reimbursement funds from the State -Local Transportation Partnership Program to be used for eligible projects selected by the City, and WHEREAS, the State and City are required to enter into an agreement to define certain responsibilities relative to the accomplishment of the work on approved projects. THEREFORE, the City Council of the City of Santa Clarita hereby resolves as follows: SECTION 1. Program Supplement Nos. 021, 022, 023, 024 ,025, and 026 to the State -Local Master Agreement No. 5450 are hereby approved. SECTION 2. The City Engineer is hereby authorized to execute the said Program Supplement Nos. 021, 022, 023, 024, 025 and 026. SECTION 3. The City Clerk shall certify to the adoption of this resolution. It is mutually understood between the 'parties that this contract may have been written before ascertaining the availability of legislative appropriation of, funds, for the mutual benefit of .both parties, in order to avoid program and fiscal delays that would occur if the agreement were executed after that determination was made. The total amount of State -Local Transportation Partnership funds payable by the. State shall not exceed $142989 to be encumbered and reimbursed as follows: FY 94-95 $ 142989 FY 95-96 0 FY 96-97 0 Any increase in State Partnership funds will require a revised program supplement. Any decrease in State Partnership funds will require a revised finance letter. 2, The State Funds Share is calculated based on the lower of the approved eligible application amount or the eligible award amount. 3. SPECIAL COVENANTS FOR SLTPP PROJECTS UNDER EARLY REIMBURSEMENT PLAN AND UNDER $300,000 STATE SHARE These Covenants supersede any conflicting provisions of the Master Agreement: A. The LOCAL ENTITY agrees that the payment of State Share Funds will be limited to the lessor of the product of multiplying the calculated pro rata percentage as determined by the STATE by either: (a) The eligible award amount or (b) The total eligible State/Local Partnership Project cost in the approved State/Local Partnership Program Application and accepts any consequent increase in LOCAL ENTITY funding requirements. B. The LOCAL ENTITY will invoice the State for the full "State's Share" after the contract award or upon the State Budget Act appropriation of funds, whichever occurs later. "State's Share" is considered a grant and will be reimbursed as a lump sum payment regardless of final project cost. It is mutually understood between the parties that this contract may have been written before ascertaining the availability of legislative appropriation of funds, for the mutual benefit of both parties, in order to avoid program and fiscal delays that would occur if the agreement were executed after that determination was made. SPECIAL COVENANTS FOR SLTPP PROJECTS UNDER EARLY REIMBURSEMENT PLAN AND UNDER $300,000 STATE SHARE These Covenants supersede any conflicting provisions of the Master Agreement: A. The LOCAL ENTITY agrees that the payment of State Share Funds will be limited to the lessor of the product of multiplying the calculated pro rata percentage as determined by the STATE by either: (a) The eligible award amount or (b) The total eligible State/Local Partnership Project cost in the approved State/Local Partnership Program Application and accepts any consequent increase in LOCAL ENTITY funding requirements. B. The LOCAL ENTITY will invoice the State for the full "State's Share" after the contract award or upon the State Budget Act appropriation of funds, whichever occurs later. "State's Share" is considered a grant and will be reimbursed as a lump sum payment regardless of final project cost.
