June 27, 1995 SUBJECT: Renew Tree Maintenance Contract DEPARTMENT: Parks, Recreation, and Community Services Golden Bear Arborists, Inc. is currently concluding the second year of a three-year renewable tree maintenance contract with the City. This contractor has continued to provide the City with exceptional service. Staff is therefore proposing to renew the contract between Golden Bear Arborists, Inc. and the City for one final year per the provisions of the existing contract. The fiscal year 1994/95 contract was renewed at a cost of $280,000. Staff is proposing to renew the fiscal 1995/96 contract at $280,000 plus a $20,000 contingency, for a total of $300,000.. Funds for this project have been proposed for in account 01-9230-227, 1. The City Council approve renewal of contract PR 93-94-01 for one final year at the cost of $280,000 plus a $20,000 contingency, for a total of $300,000, and authorize City Manager or his designee to execute all necessary documents; 2. Funding for the tree maintenance contract have been proposed for in operations and maintenance account 01-9230-227. Contract PR -93-94-01, Page 13 Letter from Golden Bear Arborists, Inc. REP:RLM.dis council l agtmect. rlm APPROVED Rem At the option of the City, and if mutually agreeable to the City and Contractor, the Contract for this work may be extended over two additional one-year periods. The extension shall be based on the term, conditions and bid prices of the initial contract and may be increased or decreased annually by a percentage to be arrived at by negotiation between City and Contractor. Further, any extension may be subject to different terms than the original contract based on change circumstances, City Budget, or the City's evaluation of the Contractor's performance. We accept your offer to renew our original contract No. PR. 93-9401 for an additional term under existing terms and conditions. Golden Bear looks forward to the mutually beneficial relationship we have enjoyed during the past six years. In addition to this proposal extension, we have an additional offer that would benefit the City greatly in the years to come. Since we have provided a cost effective and technically correct service to the City for over six years and have become intimate with the urban forest at the same time, it is our desire to continue on an on going basis. We will agree at this time to extend our contract for an additional five years, renewable annually at the City's option, and HOLD THE UNIT PRICES TO 1995 LEVELS. Several cities have chosen to take advantage of this extraordinary offer as it is obviously in the best interest of the city. You are assured a high level of service, you are guaranted that it will cost no more in the year 2000 than it does today and in the event the city has no funding in any particular year, we will agree to keep the contract alive on a stand-by emergency basis with no money commitment. This is something we do where a proven working relationship can be continued with no downside. I sincerely hope you are able to convince your city manager or department head to entertain this offer.. The City of Santa Clarita wins big with no risk and avoids a costly bid process to boot. Both you and Golden Bear Arborists have really taken the City's maintenance program to a new level in the past few years and we would very much like to see it continue.
