HomeMy WebLinkAbout1995-05-23 - AGENDA REPORTS - UPGRADE PLAY EQUIPMENT (2)AGENDA REPORT City Manager Approval Item to be presented by: Rick Putna CONSENTCALENDAR DATE: May 23, 1995 SUBJECT: Upgrade Play Equipment at Four City Parks DEPARTMENT: Parks, Recreation, and Community Services The Parks, Recreation, and Community Services Department had planned to replace Bouquet Canyon Park's playground equipment in fiscal year 1996-97. However, this process was accelerated when staff discovered rotting timbers. The playground structures were no longer in compliance with current safety standards. Subsequently, all playground equipment was removed, with the exception of a swing. In addition, the depth of existing sand was determined to be substandard. As a result of the early removal of the play equipment, staff is attempting to reorganize its capital improvement schedule to purchase play equipment for four park sites and to begin work on Bouquet Canyon Park this fiscal year. Funding for the playground equipment would be from Proposition A discretionary funding. Staff anticipates going to bid by June 1995. The following parks will receive new playground equipment: Valencia Glen - Replace old wooden equipment; Valencia Meadows - Replace old wooden swing; Santa Clarita - Install equipment to address 2-6 year old age group. Parks Building Maintenance staff will install the equipment at the above three park sites, with a target completion date of February 28, 1996. Bouquet Canyon Park will be installed by a licensed contractor and should be completed by July 30, 1995. Staff recommends that one manufacturer of playground equipment be utilized for the rehabilitation and upgrading of the four park sites. The Parks and Recreation Commission has previously recommended the use of Iron Mountain Forge equipment for park playgrounds. This equipment is of a high quality and complies with all safety and ADA requirements and regulations. Staff is requesting waiver of the bidding process because Iron Mountain Forge is the sole supplier of the desired equipment. The City is therefore able to purchase equipment directly from the manufacturer's representative, eliminating contractor overhead costs in the purchasing process. The City Council approve the appropriation of $75,000 in Proposition A - Safe Park Bond Act funds to account number 24-99036-227, and increase estimated revenues, account .number 24-3583, by the same amount, to start construction on upgrading playground equipment during fiscal year 1994-95 and ending by February 28, 1996; and 2.
