SUBJECT: VACATION OF RACQUET CLUB COURT
DEPARTMENT: Community Development
BACKGROUND
The residents of Canyon Country Racquet Club Condominiums have petitioned to the City of
Santa Clarita to have Racquet Club Court vacated to install a gate. The residents believe by
gating the cul-de-sac it will deter unwanted trespassers, e.g., solicitors and vandals, and
increase pedestrian safety when accessing club amenities.
The vacation of Racquet Club Court has been reviewed by the utility companies. The utility
companies have expressed that their utilities will not be affected by the vacation on the
condition that easements and right-of-way be designated for them to maintain and operate those
facilities.
The City Council adopted the "Resolution of Intention to Vacate" and set July 11, 1995, as the
Public Hearing at its meeting of June 13, 1995. The appropriate Public Hearing notices have
been posted and published according to Streets and Highway Code, Section 8320.
EVALUATION
Staff has researched the effects of gated communities in cities and concluded that:
Gates can impede emergency response times.
Encourages more neighborhoods to isolate themselves from the network of city streets..
Gates negatively impact the perception of the neighborhood climate of openness and
hospitableness within the City.
Although Racquet Club Court has not been designated for a "future" street extension per the
General Plan, giving the City an avenue to relinquish its ownership, there has been no evidence
forthwith, that a gate will provide an overwhelming improvement of the quality of life for the
residents

Subsequently, staff has reviewed the City's General Plan, Unified Development Code, and the
City's general practice on vacation of public streets, and gating designated streets and
roadways. The City of Santa Clarita's policy as per the General Plan (1.19, pg C-33) is "..
Maximize use of all major, secondary and limited secondary roadways while minimizing use of
all collectors and local streets. Protect residential neighborhoods from intrusion of undesirable
through traffic." Furthermore, the City's Master Highways Plan of structuring the roadway
system to the natural contours of the valley has successfully implemented neighborhood
preservation. Therefore, the City practice has been to restrict gated communities because gates
are not consistent with the City's policy to improve traffic circulation while upholding the
quality of life for the citizens of Santa Clarita.
Historically, Racquet Club Court was designed to be a private driveway access to the
condominiums. However, due to the shortage of parking spaces available within the complex,
the project was conditioned for a public street, so that curb parking could occur. The public
street would be wider than the private driveway, therefore, allowing additional curb parking
along this street.
As this street goes only to the condominiums and is not planned to be extended or to connect to
any other public street, vacation of this street would be acceptable in this unique case.
Therefore, staff recommends approval of this street vacation.
RECOMMENDATION
Approve the applicants' request to vacate the cul-de-sac, Racquet Club Court..

RESOLUTION NO, 95-90
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA CLARITA, CALIFORNIA TO VACATE
RACQUET CLUB COURT IN THE CITY OF SANTA
CLARITA
WHEREAS, the cul-de-sac, Racquet Club Court as described in Exhibit "A," is no longer
needed for present or prospective public use or maintenance; and
WHEREAS, the City of Santa Clarita and various utility companies will retain easements
on, under, and across the portion to be vacated and have no objection to the vacation; and
WHEREAS, pursuant to the provisions of the "Street Vacation Act of 1941," being Part 3
of Division 9 of the Streets and Highways Code of the State of California, the City Council of the
City of Santa Clarita, California, does resolve, declare, determine and order as follows:
SECTION 1. That it is the intention of the City Council of the City of Santa Clarita,
California to order the vacation of Racquet Club Court, as described in Exhibit "A' and shown
on Exhibit `B" attached hereto and incorporated herein by this reference, which real property
located in the City of Santa Clarita, in the County of Los Angeles, State of California, for it is
not scheduled for extension or expansion and does not terminate public utility easements that
the subject right-of-way is not required for general public street or maintenance purposes or
circulation or for bicycle paths or trails pursuant to Chapter 4, Part 3, Division 9 of the Streets
and Highways Code, State of California, commencing with Section 8334.
SECTION 2. That the public easements in, over, and across said property for public
utility purposes as shown on Exhibit "B" attached, are reserved to the City of Santa Clarita
sanitary sewer purposes, the County of Los Angeles for covered storm drain purposes, and the
Santa Clarita Water Company for waterline purposes, as set forth in Sections 8340 and 8341
of said Streets and Highways Code.
SECTION 3. Further, in order to preserve public health, safety or welfare, the City
Council shall require the homeowners' association to execute and record a valid, irrevocable offer
to dedicate to the public use, for street and highway purposes, that real property in the City of
Santa Clarita which is vacated pursuant to this resolution.
SECTION 4. That the City Council of the City of Santa Clarita hereby vacates Racquet
Club Court, more particularly described in Exhibit "A," which is attached hereto and
incorporated herein by reference. A map showing the location of the proposed vacation is
attached hereto as Exhibit `B." Specifically reserved from this vacation are all public utility
easements mentioned in Section 2 of this resolution. Prior to the recordation of this resolution
of vacation, the homeowners' association in the vicinity of Racquet Club Court shall execute a
valid, irrevocable offer to dedicate that real property in the City of Santa Clarita, described in
Exhibit "A" and which is vacated pursuant to this resolution. Said irrevocable offer to dedicate
shall only be accepted after a public hearing held by the City Council.

SECTION 5. That the City Clerk of the City of Santa Clarita be instructed to record the
certified original resolution, in the office of the Registrar -Recorder of the County of Los Angeles,
at which time the area will no longer be a public road.
