SUBJECT: VALLEY/CALGROVE GATE

Each year the City closes Wiley Canyon Road several times during the storm season. Two
separate geological reports indicate that the hillside between Fourl Road and Wabuska Street is
a possible slide site after three days of continuous rain. City Public Works crews close the
road in such situations as a precautionary measure. The road closures can continue for several
days following the cessation of rainy weather as the hillside is allowed to dry out.
The closure of Wiley Canyon Road creates a situation which requires the gate on Valley Street
to be lowered and locked in the open position to provide an additional means of ingress and
egress to the Calgrove area. The Hidden Valley Homeowners Association has been very
cooperative during the past year and has worked closely with Public Works staff to lower the
gate in such situations. However, in emergency situations it may be difficult to reach the
homeowners association president and secure the necessary approvals to open the gate
mechanism in a timely manner.
Staff evaluated several different options to provide emergency access on an interim basis in the
Valley/Calgrove area.
• Install access gates on City -owned right-of-way adjacent to the Valley/Calgrove,
Hidden Valley Homeowner's Association gate. Cost approximately $15,000.
Would place an operable gate in City control,
• Remove Maple Street gate and replace with City -operated gate. Cost
approximately $5,000. Would require a more indirect route through Hidden
Valley Homeowners' Association area and would involve the use of a steep
grade on Maple Street. Would require additional directional signage and would
impact Creekside, Crestview Drive and Maple Street.

• Continue to access through the Valley/Calgrove gate owned by the Hidden
Valley Homeowners' Association, but use key or card which would allow the
City to lock the gate in the open position. This would place liability on the City
for damage to the gate structure during emergency situations and possible
liability and confusion when the gate is put back in operation. Requires consent
and cooperation of Hidden Valley Homeowners' Association.
City staff has been pursuing options which would provide a locking gate structure which could
be controlled by the City to provide emergency access through City -owned right-of-way
adjacent to the Valley Street gate. This gate would only be used under emergency conditions
which could be defined in anyone of the following ways.
1. Whenever Interstate 5 Freeway and The Old Road are closed
2. Whenever Wiley Canyon Road is closed.
3. Whenever Wiley Canyon Road and either Calgrove Boulevard, Interstate 5
Freeway or The Old Road is closed.
4. Whenever Interstate 5 Freeway and The Old Road are closed, or when Wiley
Canyon is closed.
Staff from the Public Works Department and the Community Development Traffic
Engineering division have prepared preliminary plans for the installation of a gate on City -
owned right-of-way adjacent to the Valley Street gate. It is estimated that the cost of
purchasing and installing two locking gate structures, associated signage, pedestrian and
paving improvements would be approximately $15,000.
Fabrication of the gates, delivery and construction of improvements on the roadway would
require approximately three months to complete. Although residents of The Oaks and adjacent
developments have requested permanent removal of the Calgrove/Valley gate structure, staff is
proposing only installation of a locking gate structure to provide temporary access during
emergency conditions. The Calgrove/Valley gate would remain in operation and under control
of the Hidden Valley Homeowners Association during all other situations,
The ultimate solution for the Calgrove/Valley area is the realignment and improvements to
Wiley Canyon Road. Until such time as those designs and improvements are completed
allowing full weather use of Wiley Canyon Road, emergency access provisions are necessary.
Special attention needs to be placed on pedestrian access improvements through the detour area
for safe passage of children on their way to bus stops and school. Consideration of relocation
of the school bus stop to an alternate location from Maple and Valley Street may also be
desirable. When emergency access is provided, additional sheriff's enforcement will also be
requested to help control speed through the detour area. Staff will also research the feasibility
of using speed humps and additional signage to control speeds through the area when
emergency gates are open.

Installation of the gate and associated improvements would require approximately $15,000 not
currently in the fiscal year 1994-95 budget and would require funding from the City Council
Contingency Fund.
Direct staff to proceed with design, fabrication and installation of emergency gate structures,
paving improvements, pedestrian improvements and signage to provide emergency access
through City -owned right-of-way adjacent to the Valley Street/Calgrove gate. Such
improvements shall be removed and barricades restored when Wiley Canyon Road between
Lyons Avenue and Calgrove is realigned and widened. Temporary emergency access shall be
provided only when Wiley Canyon Road is fully closed between Lyons Avenue and Calgrove,
or Interstate 5 Freeway and The Old Road are closed, Transfer $15,000 from Council
Contingency Fund Account No. 01-4101-290 to Public Works Account No. 02-6505-227.

An emergency is defined as when less than two accesses are available to the Wiley
Canyon Road and Calgrove areas.
2. Temporary emergency access improvements at the Valley/Calgrove gate would be
removed and barricades restored when Wiley Canyon Road is redesigned and widened
between Lyons Avenue and Calgrove..
3. When temporary emergency access gates are in the open position, sheriff's units should
provide regular speed enforcement on Valley and Calgrove Streets.
4. Additional signage, speed humps or other speed control measures should be
incorporated in the temporary emergency access gate improvements.
5. Pedestrian improvements should be incorporated in the emergency access gate area to
provide for safe passage of children who otherwise use the right-of-way area when the
Valley/Calgrove gate is in operation.
6, The Newhall School District should be contacted to determine the feasibility of
relocating the bus stop on Maple and Valley Streets to an alternate location.
7. All residents in the Valley Street, Calgrove, Wiley Canyon area should be notified of
emergency gate temporary access improvements and the conditions under which they
would be activated.
8. Control of the emergency access temporary improvements would be retained by the
City of Santa Clarita.
