SUBJECT: WETLAND AND RIPARIAN ACQUISITION
DEPARTMENT: Parks, Recreation, and Community Services
BACKGROUND
The City Council approved Resolution 91-206 on December 10, 1991 approving the Habitat
Conservation Fund application submittal. The grant applications were approved by the State
Department of Parks and Recreation in the amount of $796,000.. On October 17, 1995 the
Planning Commission found the Santa Clara River Park Project report sites were consistent
with the City's General Plan. The area(s) of wetland and riparian acquisition identified in
the grant are park site zones shown prioritized in the Santa Clara River Park report and
were included in the finding of consistency by the Planning Commission.
The City proposes to acquire a 286 -acre parcel from the Newhall Land and Farming
Company, which will be in the form of a conservation easement to the City. The parcel is
located between the Bouquet Canyon Road bridge west to the Old Railroad bridge near
Interstate 5 (see attached location map).
Funding for this acquisition includes a $796,000 Habitat Conservation Fund Competitive
Grant and $796,000 matching funds from the Proposition A, Safe Neighborhood Parks Act,
Santa Clara River Park Specific Grant Program. A total of $300,000 of Habitat Conservation
Funds were budgeted this fiscal year. The remaining balance of the Habitat Conservation
Grant, $496,000, and the required matching funds from Proposition A can be used for this
acquisition. The total cost of the acquisition will be $1,592,000.
RECOMMENDATION:
1. City Council appropriate $496,000 to account number 24-99043-227 and increase
estimated revenues by the same amount for account number 24-3587, and to transfer
$796,000 from account number 24-99037-227 to 24-99043-227, providing a total budget
for account number 24-99043-227 of $1,592,000;

City Council authorize the City Manager to sign the purchase agreement in an amount
not to exceed $1,500,000 and to execute all documentation necessary for the completion
of the acquisition after review and approval by the City Attorney, including a contract
with Rincon Environmental Consultants in an amount not to exceed $20,000 to perform
phase one environmental review.
