The recommended program included weekly, semi -automated collection of up to 30 pounds of yard trimmings per, week at a monthly cost of $2.73 per household. The menu of program options proposed at the October; 10 meeting is attached as Exhibit I. Staff was directed to conduct additional research regarding the status of the Yard Trimmings Recycling Programs in other cities and in the unincorporated areas of the County. As a result of comments from Council and residents, staff was also directed to make modifications to the Yard Trimmings Exemption Program. Staff has prepared an item -by -item response to the specific issues that were raised at the October 10 meeting (see attachment A). A comprehensive yard trimmings survey of 44 California cities is also available in the reading file in the City Clerk's Office.. Preliminary calculations based on the first and second quarter landfill survey data from Los Angeles County indicate that the City is currently on target to meet the short term goals of AB 939. However, increasing diversion to comply with medium and long term goals of AB 939 will pose a serious challenge and will require the implementation of additional waste reduction and recovery programs. The City's Source Reduction and Recycling Element (SRRE) indicates that yard trimmings constitute over 16 percent of City's residential waste stream, which is not currently being diverted from the landfill. The integration component of the SRRE schedules programs designed to recover yard waste for composting and mulching to be implemented in 1995-97. The SRRE indicates that yard trimming and composting programs are vital to year 2000 compliance with AB 939. Continued F:WGME\MCCAGEN AUGE DAY7.RFf. Agenda Item. Based on detailed analysis and the guidelines provided in the SRRE, staff maintains the recommendation to implement a Yard Trimmings Recycling Program as discussed during the October 10, 1995 Council Meeting. The proposed timetable for actual implementation would be June 1, 1996. Billing to ratepayers would commence July 1, 1996. Staff will continue negotiations with franchisees and will research additional processing facilities and container vendors, which may offer additional program savings. Staff has developed a menu of eight supplemental measures (Attachment B) for possible implementation during the interim period between now and June of 1996. Staff is recommending the following measures for immediate action: expand curbside program to collect additional materials, develop yard trimmings program for large quantity generators (public and private), and formalize and expand the backyard composting program. Approve the Yard Trimmings Recycling Program in concept at a monthly rate not to exceed $2.73 per household to begin June 1, 1996. Direct staff to develop and implement Items 2, 3 and 4 of Attachment B. Direct staff to coordinate with, and assist, the Los Angeles County Department of Public Works to expedite implementation of a yard trimmings program in the unincorporated county areas adjacent to the City. Resolution ❑ Change to the reports to annual vs. quarterly. Issue ■ The Yard Trimmings Exemption fee is punitive in nature and is a disincentive to reduce waste. Resolution ❑ The City will establish a one time nominal fee, or subsidize the fee. Issue ■ Has L.A. County unincorporated area implemented a yard trimmings collection program? Resolution ❑ The County has implemented curbside recycling in all areas and yard trimmings programs in six disposal districts within enclaves of L.A. City. Refuse haulers are operating under contract in these areas, and rates in these areas are very competitive. In all other county areas including North County, haulers are operating in open market competition. The County is planning to eventually expand Yard Trimming recycling to all areas, but the cost is currently prohibitive. The average estimate per household is $4.00 per month for North County Areas. The county has commissioned a feasibility study to determine means of funding the Yard Trimming program in the outlying County areas. County officials would not speculate on when the study would be completed or when they could expect actual implementation. Issue ■ Have other cities chosen not to implement yard trimmings programs? Resolution ❑ A recent survey conducted in June of 1995 by Hilton Famkopf and Hobson indicates that 45 percent of the cities in L. A. County have yard trimmings programs and 55 percent do not have yard trimmings programs. There are numerous factors involved in whether a city chose to implement a yard trimmings program including existing levels of diversion, existing programs, composition of local waste stream, availability of end markets, regulatory concerns, geographic concerns, economic concerns and many others. Staff is in the process of further examining other cities that have chosen to not implement yard trimmings programs. Issue ■ What would it cost for the City to subsidize the entire program through the General Fund? Resolution ❑ Deputy City Manager Lynn Harris responded to this question by stating "approximately $1,000,000 a year." Mr.Smyth also rhetorically stated that this was not a viable option. Council Member Heidt Issue ■ She proposed the use of "neighborhood yard trimming bins" which could be used by five to six neighboring households. Resolution ❑ Staff can negotiate this issue with the haulers. However this approach would create billing complications, i.e., account would probably be handled as a commercial rather than a residential account. This approach would also prove inconvenient for many residents; instead of simply rolling their waste out to the curb they will have to transport it to a central bin location that may be blocks away. Additionally, siting the bins in common areas may create potential liability issues. Issue ■ She proposed that chipping machines be made available to residents for Y/T mulching. Resolution ❑ Staff is researching the costs for chipping machines and costs for staff operation of the machines. Preferably, staff will coordinate a group of volunteers to operate and transport the chipping machines to designated areas within the City. All the chipped materials will be utilized by the residential generator. Potential liability issues are also being examined. To achieve these goals, the City implemented two primary programs: Residential curbside recycling in 1991 and commercial recycling in 1993, The City is discussing implementation of yard trimmings program. Yard trimmings constitute 17% of the residential sector waste stream according to the City of Santa Clarita's Source Reduction and Recycling Element (SRRE). The City's Integrated Solid Waste Management Committee, Solid Waste Division staff and the three residential franchised haulers cooperated to design a residential yard trimmings recycling collection program. At the City Council meeting on June 27, 1995, the council directed staff to conduct a survey of Southern California cities to compare the costs and operational techniques of their yard trimmings collection programs. The survey of yard trimming programs includes cities from Los Angeles County, Ventura County, Santa Clara County and San Diego County, City representatives were asked questions related to collection systems, container sizes and rates. Out of ninety-four (94) cities surveyed, forty-five (44) have residential yard trimming programs. Thirty-nine (39) cities with yard trimmings programs are within Los Angeles County. To accurately compare the City of Santa Clarita's program costs and operational techniques, staff narrowed the survey to ten (10) comparable cities using the criteria of population, number of single family residential units and successful yard trimmings programs. The ten cities are Los Angeles, San Diego, San Jose, Palmdale, Oceanside, Pasadena, Simi Valley, Glendale, West Covina and Burbank. The information from the ten cities was presented in Attachment A. Findings of the forty-four cities with residential yard trimmings are discussed in this report. .CRM FINDINGS Collection Systems The results of the survey (Attachment A) indicate that a number of different methods are used to collect yard trimmings: fully automated, semi -automated, manual, "bag and tag"and claw vehicle collection. Fourteen (14) city programs use either semi -automated or fully automated collection systems. These collection systems require a separate collection container for yard trimmings. Twenty-seven (27) cities collect yard trimmings manually. Manual collection is used for a number of reasons: trash collection is manual, existing collection vehicles are not equipped with automated collection systems and purchasing new vehicles is not feasible. Bag and tag collection systems are found in three (3) cities: Manhattan Beach, Redondo Beach and Palmdale. In Manhattan Beach and Redondo Beach, the bags are separated at a transfer station. One major concern with this collection system is a high rate of contamination because appropriate equipment is not available at the transfer station to separate the plastic bags from the recyclable materials. The hauler for the City of Palmdale takes the bags to a Material Recovery Facility (MRF) which is equipped with the necessary tools to separate the materials. San Jose provides claw vehicle collection. Residents place the yard trimmings in piles on the street for collection. City representatives have indicated that by using this system, they have only encountered an I % contamination rate. However, not all yard trimmings are placed on the street. Residents still place a substantial quantity of yard trimmings in containers for collection. Collection Limits Collection limits vary from city to city. Seven (7) cities limit each household to the use of only one size yard trimmings container. These cities additionally offer a separate collection of extra yard trimmings. Cities such as Pasadena and Glendale charge higher rates for, larger yard trimmings containers than smaller containers to encourage residents to reduce the amount collected. This provides residents with an economic incentive to decrease generation of yard trimmings. The cities of Arcadia, Monrovia, Duarte, Burbank and San Jose offer unlimited collection of yard trimmings. All the cities with manual collection systems offer unlimited collection amounts. Containers Results of the survey indicate that container sizes range from 32 gallons to 100 gallons, Using a standard sized container is not the norm in yard trimmings collection programs. A majority of the cities select a yard trimmings container size to match that of the refuse container. Each city customizes their program to best meet the resident's needs. In fact, thirty-one (3 1) cities require residents to provide their own containers. This is due to the nature of the collection which is manual. Rates Monthly refuse rates that include the yard trimmings program range from $6.45 to $22.39 depending on the container size. A few cities apply a separate fee that averages $2.72 in addition to the monthly rate. This fee called either the AB 939 fee or yard trimmings fee provides funding for the yard trimmings program., However, most city yard trimmings programs are not subsidized and are funded directly through the monthly refuse rates. F.\nOMEVSOL WASTEVSPPRORYTSRV Y CRM In most cases it is difficult to determine what the actual costs are since most cities roll the cost into the recycling fee or into the monthly refuse rates. Monthly rates are billed to the resident in a variety of methods including placing the fee on the county property tax bill, water bill or the trash bill in order to streamline the billing process. Exemptions: Only six (6) cities allow exemptions in their yard trimmings programs. Residents are given exemption status if they can prove that they use a landscape service, participate in home composting or mulching or do not generate yard trimmings. To obtain exemption status, residents submit an application to city staff. Code enforcement officers visit residences to verify the information. Residences with landscape service are required to submit quarterly receipts indicating the amount of the yard trimmings and the method of disposal. Code enforcement officers periodically check on the exempted residences. Landscape service companies who provide service to exempt residential units are required to supply the city with quarterly reports indicating the amount of yard trimmings handled, the addresses of those houses and method of disposition. Two (2) cities offer discounts for senior citizens, the disabled and low income families. Implementation Challenges The findings also highlight problems during implementation. Cities indicated significant problems in implementing the yard trimmings programs which occurred primarily during the initial phase. During this period, levels of contamination were high. However, by the final phase of the program, residents received and understood the educational materials and contamination became an occasional occurrence. "Reminder" tags were placed on the contaminated containers that were not collected. Residents waited for the following collection day or called for a special pick up. Contamination was also significantly reduced by either charging a fee or establishing a city ordinance requiring separation. Burbank residents, for instance, incur a charge that is one quarter of the trash container fee for each contaminated yard trimmings container. Malibu and San Fernando have an ordinance requiring separation of yard trimmings and refuse. Other cities such as Los Angeles do not collect contaminated yard trimmings or trash in which the yard trimmings has not been separated. Another difficulty was the lack of local composting facilities to process yard trimmings. Twenty-five (25) cities, out of the thirty-nine (39) city yard trimmings programs in Los Angeles County, transport the yard trimmings to the landfill for alternate daily cover (ADC).. Although technically it is considered diversion, it is not actually converted into compost or mulch and available for distribution to residents or sold to businesses, Selling compost and mulch resulting from yard trimmings as a commercial product has been incorporated into the city programs of Palmdale and Los Angeles to reduce their operating costs. RECOMMENDATIONS Staff compiled the following list of recommendations based on the survey and comments received from city representatives: Establish city ordinance for mandatory separation of yard trimmings and trash.
