CITY OF SANTA CLARITA
CITY COUNCIL STUDY SESSION
January 3, 1995
7:00 p.m.
City Council Chambers
23920 Valencia Blvd.
Santa Clarita, Ca. 91355
The study session was called to order at 7:01 p.m. by Mayor Darcy. All Councilmembers were
present upon roll call by the City Clerk. The flag salute was led by Councilmember Boyer.
Item 1 -- MTA presentation of the 20 year long range plan. Those making the presentation
were: Renee Berlin, Keith Killough, Marc Bozigian, and M.J. West from the MTA. The
presentation made included: MTA long range transportation plan, methodology and baseline
scenario --MTA mission statement, plan development methodology, mobility index, air quality
index, projects analysis procedure including MTA funding, highway and rail projects, MTA
average systemwide bus speed, population and employment estimates; and MTA long range
transportation plan.
Council discussion included MTA taking over the Los Angeles City School Bus Program; Rt.
126 Freeway in Santa Clarita; consideration of a subway; rail state transfer tax; HOV lanes
from 2 persons in car to 3 persons in cars.
Mayor Darcy recessed the meeting at 8:16 p.m.
Mayor Darcy reconvened the meeting at 8:26 p.m.
Item 2 -- City Centre Traffic Study - update -- Ed Cline, Traffic Engineer-Willdan & Assoc.,
gave an overview of the traffic modeling effort and stated the traffic model is a consolidation
of the City's General Plan and the County's Plan. He explained the CTAC recommendation,
the General Plan, the Magic Mountain Parkway extension, and Santa Clarita Parkway
revised networks.
Those addressing Council on this item were: Warren Johnson, Allan Cameron, Jack Ancona,
and Connie Worden-Roberta.
It was moved by Boyer and seconded by Smyth to direct staff to eliminate the Calgrove/Valley
connection and propose an eastward extension of Calgrove to San Fernando Rd. in its place.
Councilmember Smyth withdrew his second to this motion and offered a substitute motion
which was seconded by Pederson to request consultants to continue with the modeling in its
pure form, however, before any final implementation is made, Council have the opportunity
to review any and all changes in that model that they propose to make as a body. On roll
call vote:
Ayes: Boyer, Heidt, Pederson, Smyth, Darcy
Noes: None
Absent: None
Excused: None
Motion carried.
Mayor recessed the meeting at 9:48 p.m.
Mayor reconvened the meeting at 9:53 p.m.
Item 3 -- Transit Performance & Capital Needs -- Ron Kilcoyne, Transportation Manager,
addressed the Council on this item explaining the local transportation services. Council
discussion included: taxi vouchers; Dial -a -Ride problems; projected life of heavy duty buses.

Mayor Darcy recessed to closed session at 10:25 p.m. The City Attorney announced closed
session -- Conference with legal counsel - existing litigation - Government Code Section
54956.9(a) - Castaic Lake Water Agency vs. City of Santa Clarita & Redevelopment Agency
and Conference with legal counsel - potential litigation - Government Code Section 54956.9(b)
- one matter.
At 11:00 p.m., the Mayor reconvened to the study session. The City Attorney made the
following announcement: During the closed session, the City Council approved the settlement
of a claim made against the City by Excel Paving Co. The settlement provided for payment
by the City to Excell of $312,500. and agreed to waive any claim against Excel for liquidated
damages. In return, Excel released the City from any and all claims for further payment on
the contract. The City further agreed to pay Excel Paving Co. $31,312.50 for EME No. 23
(Engineering Monthly Estimate) plus $56,000 in withheld liquidated damages for a grand
total of $399,812.50. This agreed payment satisfies a claim by Excel Paving Co. against the
City of Santa Clarita of $650,000.
