A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
SUPPORTING THE RESTORATION OF FUNDING TO THE LOS ANGELES COUNTY
DEPARTMENT OF PARKS AND RECREATION
WHEREAS, the City of Santa Clarita lies wholly within the boundaries of the Fifth
Supervisorial District of the County of Los Angeles (the "County'); and
WHEREAS, the County Board of Supervisors has voted to cut the County Department
of Parks and Recreation (the "Department") budget by 20 percent; and
WHEREAS, the children and families of Los Angeles County have a right to be healthy,
to be safe, to be nourished, and to be nurtured; and
WHEREAS, increasing numbers of children and families are exposed to a world fraught
with social and economic pressures and obstacles; and
WHEREAS, rampant youth crime and violence, widespread poverty, drug use, and
inadequate health care are projected to rise twenty nine percent in the next ten years; and
WHEREAS, this 20 percent across-the-board cut would freeze expenditures for many
youth programs, senior programs and other recreation services previously implemented by the
Department, and would eliminate administrative and planning staff positions; and
WHEREAS, the elimination of these administrative and planning staff positions would
negate the ability of the County to complete its voter -mandated Proposition A projects, including
projects that the constituents of the Fifth Supervisorial District have been promised; and
WHEREAS, the administrative and planning staff positions that are slated for
elimination are financed largely through Proposition A offsets, not the County General Fund;
and
WHEREAS, the County reaps little or no financial benefit from the elimination of jobs
which pay for themselves; and
WHEREAS, the County Board of Supervisors has determined, in its Order Initiating
Proceedings For Formation Of The Los Angeles County Regional Park And Open Space District
(the "District"), as amended March 17, 1992, that Proposition A projects will improve the quality
of life in the County of Los Angeles through the improvement of neighborhood and regional
parks, the acquisition, development, rehabilitation, protection and restoration of beach, wildlife,
park and natural lands within the County, tree -planting, gang prevention and intervention, and
improvement of recreation facilities for youth and senior citizens and will increase public safety,
help to reduce crime, increase the attractiveness of the District as a place in which to live and
locate businesses, and enhance the overall quality of life in the District;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa
Clarita strongly urges the Los Angeles County Board of Supervisors to continue the full funding
of all Department of Parks and Recreation staff and recreation programs; and
That the City Council of the City of Santa Clarita strongly urges the Los Angeles County
Board of Supervisors to allocate Proposition A funds in a manner consistent with that prescribed
by the voters of the County.
