The Congestion Management Program (CMP) is a state -mandated program administered by
the Metropolitan Transit Authority (MTA) to link land use, transportation, and air quality
decisions, and to address transportation needs on a regional basis. The City is required to
participate in this program in order to receive Proposition 111 gas tax funds. Participation
in the CMP in 1996 requires adoption of the compliance resolution (Resolution 96-105,
attached), and reporting on new development activity and new transportation improvements
to the MTA. This report either credits or debits the credit "bank" established in the 1994
CMP reporting process. New development activity is debited against the "bank," and
transportation improvements are granted additional credits.
Last year, the City submitted 42;664 credit points and 25,886 debit points (16,778 points
total), yielding a total of 239,914 "points," the fourth highest amount awarded in Los Angeles
County. Staff is submitting a report to the MTA this year which claims 24,269 credit points
and 7,321 debit points (16,948 total points), for a preliminary net balance of 256,862' credits.
MTA requires that the City Council adopt Resolution 96-105 through a public hearing
process. Public notice -was posted in The Signal on August 16, 1996. Staff will deliver the
adopted resolution and the 1996 Local Implementation Report (LIR) to MTA staff for
consideration on or before the September 1, 1996, deadline.
RECOMMENDED ACTION
Receive report, open public hearing, receive testimony, close public hearing, adopt Resolution
96-105, and direct staff to deliver it and the 1996 LIR. to MTA on or before the September 1,
1996, deadline.

NOTICE OF PUBLIC HEARING REGARDING THE ADOPTION OF THE 1996
CONGESTION MANAGEMENT PLAN COMPLIANCE RESOLUTION AND LOCAL
IMPLEMENTATION REPORT.
PUBLIC NOTICE IS HEREBY GIVEN-
A Public Hearing will be held before the City Council of the City of Santa Clarita regarding the
adoption of the 1996 Congestion Management Plan Compliance Resolution and Local
Implementation Report. This resolution and report is an annually -performed action which
commits the City to . comply with the state and federally -mandated Los Angeles County
Metropolitan Transportation Authority Congestion Management Program. A public hearing is
required for adoption of the resolution.
The hearing will be held by the City Council in the City Hall Council Chambers, 23920 Valencia
Boulevard, 1st Floor, Santa Clarita, the 27th day of August, 1996, at or after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter at
that time. Further information may be obtained by contacting the City Clerk's office, Santa
Clarita City Hall, 23920 Valencia Boulevard, 3rd Floor, Santa Clarita, California.
If you wish to challenge the action taken on this matter in court, you may be limited to raising
only those issues you or someone else raised at the public hearing described in this notice, or
in written correspondence delivered to the City of Santa Clarita at or prior to, the public
hearing.

RESOLUTION NO. 96-105
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, FINDING THE CITY TO BE IN
CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND
ADOPTING THE CMP LOCAL IMPLEMENTATION REPORT IN
ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089
WHEREAS, the Los Angeles County Metropolitan Transportation Authority ("MTA"'),
acting as the Congestion Management Agency for Los Angeles County, adopted the 1995
Congestion Management Program in November 1995; and
WHEREAS, the adopted CMP requires that MTA annually determine that the County
and cities within the County are conforming to all CMP requirements; and
WHEREAS, the adopted CMP requires submittal to the MTA of -the CMP local
implementation report by September 1 of each year; and
WHEREAS, the City Council held a noticed public hearing on August 27, 1996.
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the City of Santa Clarita has taken all of the following actions and
that the City of Santa Clarita is in conformance with all applicable requirements of the 1995
CMP.
By June 15, of odd -numbered years, the City of Santa Clarita will conduct annual
traffic counts and calculate levels of service for selected arterial intersections, consistent with
the requirements identified in the CMP Highway and Roadway System Chapter.
The City of Santa Clarita has locally adopted, and continues to implement a
transportation demand management ordinance, consistent with the minimum requirements
identified in the CMP Transportation Demand Management Chapter.
The City of Santa Clarita has locally adopted and continues to implement a land use
analysis program consistent with the minimum requirements identified in the CMP Land Use
Analysis Program Chapter.
The City of Santa Clarita has adopted a Local Implementation Report, attached hereto
and made a part hereof, consistent with the requirements identified in the CMP. This report
balances traffic congestion impacts due to growth within the City with transportation
improvements and demonstrates that the City is meeting its responsibilities under the
Countywide Deficiency Plan.
SECTION 2. That the City Clerk shall certify to the adoption of this Resolution and
shall forward a copy of this Resolution to the Los Angeles County Metropolitan
Transportation Authority.
