WASTE REDUCYYONBY 2000

The City Council was presented with a report titled BEYOND 50 PERCENT WASTE RED UC77ON
BY 2000 at the May 21 Study Session of the City Council. The key considerations resulting from the
presentation included: franchising of temporary/roll-off bin services, implementation of a yard
trimmings recycling program, equity between residential and commercial refuse rates, and unit pricing
for refuse service. Follow-up information regarding the fiscal impact of these issues was provided
in a memorandum to the City Council dated June 12, 1996,
Since the May 21 study session, staff and the franchisees have worked to develop recommendations
in accordance with key considerations articulated by the City Council. Through diligence and mutual
cooperation, the franchisees have agreed, in principle, to provide residential yard trimmings recycling
service for an amount not to exceed $1.50 per month, per household. This amount is 45 percent less
than the program cost of $2.73 presented to the Council in November of last year and 58 percent
less than the original program cost of $3.61 presented last October.
Pending the City Council's approval of the yard trimmings recycling program, it is agreed that Section
21B and C of the residential agreements and Section lOB, C and D of the commercial agreements will
be suspended until January 1998. This will effectively nullify any additional adjustments in residential
and commercial rates for a 15 month period. Any future adjustments in refuse rates would not start
until January 1998. Pending approval of this item, the franchisees will also initiate the required capital
purchases, i.e. containers, and tentatively schedule the yard trimmings collection program to begin
October 1, 1996.
The attached Resolution 96-103 suspends the rate adjustment provisions and amends the residential
agreements to specify new yard trimming container services. The new agreement language will
indicate that the franchisee will provide each household with a 64 gallon container cart suitable for
automated, or semi -automated yard trimming collection service. The 1 age will also require that

all yard trimmings be placed in the approved containers rather than in bags or other containers as
specified in the existing language.
To follow-up on the City Council consideration of franchising temporary bin service, staff should be
authorized to investigate the related legal processes and fiscal impacts and then develop
recommendations. Staff and the franchisees continue to cooperatively research approaches to unit
pricing that will be effective in this community.. Staff will present the City Council with
recommendations for implementing unit pricing later in the new fiscal year.
It is recommended that the City Council:
1, Approve implementation of a residential yard trimmings recycling program at a monthly cost not
to exceed $1.50 per household.
2. Direct staff and franchisees to implement the yard trimmings recycling program by October 1,
1996 and purchase and distribute necessary containers in accordance with this date.
3. Approve Resolution 96-103 suspending Section 21B and C of the residential franchise agreements
and Section IOB, C, and D of the commercial franchise agreements effective October 1, 1996
until January 1998 and amending Section 5B and C of the residential agreements to specify new
container services.
4. Direct staff to conduct an extensive public education campaign in the commercial and residential
sectors to increase recycling and return in September with a progress report.
5. Direct staff and franchisees to proceed with franchising temporary bin -services and prepare
recommendations.
6. Direct staff and franchisees to continue researching unit pricing approaches and prepare
recommendations.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
DIRECTING STAFF TO PREPARE CONTRACT AMENDMENTS FOR CITY COUNCIL
ACTION, PROVIDING FOR SUSPENDING ADJUSTMENTS IN FEES FOR THE
COLLECTION, RECYCLING AND DISPOSAL OF SOLID WASTES, GREEN WASTES
AND RECYCLABLES AND AMENDING SECTION 513 AND C OF THE RESIDENTIAL
AND COMMERCIAL REFUSE FRANCHISE AGREEMENTS
WHEREAS, the City of Santa Clarita has adopted Resolution No. 91-27 and No.93-83 relating to
the granting of exclusive franchises for the collection, recycling and disposal of solid wastes, green
wastes and recyclables within the city limits, and
WHEREAS, the City Council has entered into an agreement with Santa Clarita Disposal Company,
Blue Barrel Disposal Company, and Atlas Refuse Removal Company to collect, pick up, remove,
recycle and dispose of solid wastes, green wastes and recyclables from all single family residences,
multi -family residences and commercial businesses in the City of Santa Clarita, and
WHEREAS, the City of Santa Clarita is required by the California Integrated Waste Management Act
of 1989 to reduce the amount of waste being sent to local landfills by fifty (50) percent by the year
2000, and
WHEREAS, the acquisition of the proper equipment, e.g., yard trimmings recycling containers, are
necessary to implement the programs essential to comply with the California Integrated Waste
Management Act of 1990, and
WHEREAS, the City Council seeks to stabilize the refuse collection rates being charged to local
customers;
WHEREAS, the City of Santa Clarita and the franchisees have agreed to suspend Section 21B and
C of the residential franchise agreement and Section 10B, C, and D of the commercial franchise
agreement until January 1998, and
WHEREAS, the City of Santa Clarita and the franchisees have agreed to amend Section 5B and C
of the residential agreement as noted in Exhibit I of this document, and
NOW, THEREFORE,THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve
as follows:
SECTION 1: Staff is hereby directed to prepare contractual amendments providing for suspension
of Section 21B and C of the residential franchise agreement and suspension of Section 10 B, C, and
D of the commercial franchise agreement.
SECTION 2: Staffis hereby directed to prepare amendments to Section 5B and C of the residential
agreement as noted in Exhibit I of this document.
SECTIONS: This resolution shall become effective immediately.

Between the City of Santa Clarita and Atlas Refuse Removal, Blue Barrel Disposal,
and Santa Clarita Disposal Company

A. General
Grantee shall collect, pick up and remove, recycle and dispose of all refuse, green
waste and recyclables within the franchise area fisted in "Exhibit A" of this agreement.
B. Container Services
Grantee shall provide each Single Family Residence up to (4) four 90 -gallon semi -
automated carts for the collection of refuse at a designated rate listed on Exhibit D.
Grantee shall provide (1) one 34 -gallon recycling cart, with wheels, for each Single
Family Residence, to be used exclusively for recyclable materials.
Grantee shall provide one 69 -gallon, yard trimmings/green waste recycling cart,
with wheels, for each single-family residence, to be used exclusively for yard
trimmings material for either a semi -automated or fully -automated collection
system..
Upon request, Grantee shall provide "recycling" identification stickers for containers
provided by the householder(s) for additional recyclables.
C. Single Family Residences
1) Weekly Service
Once each week Grantee shall collect from Single Family Residences solid
waste and yard trimmings/green waste (except bulky wastes and special
wastes) which have been placed kept or accumulated in approved containers
at curbside prior to Grantee's normal weekly collection time. Recyclables
placed in containers designated for recyclables shall be collected on the first
and third or second and fourth pickup days of each month depending on the
route schedule..
