CONSOLIDATED FIRE PROTECTION DISTRICT OF LOS ANGELES

At its October 22, 1996 regular meeting, the City Council considered the above described
resolution to adopt an increase in developer fees for fire protection facilities. The City
Council raised several questions reqarding the status of various fire station facilities in the
Santa Clarita Valley. The City Council directed staff to invite Chief Horn to the November
12, 1996 regular meeting prepared to answer these questions. The public hearing was
continued to November 12, 1996.
RECOMMENDATION
Receive testimony from Chief Horn, conduct public hearing, and adopt Resolution No. 96-134.

RESOLUTION NO. 96-134
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA
AMENDING RESOLUTION NO. 92-152 PERTAINING TO
DEVELOPER FEES FOR FUNDING OF FIRE PROTECTION FACILITIES
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council does hereby make the following findings of fact:
a. On July 14, 1992, the Council adopted Resolution No. 92-152 which
established a financing plan to fund fire protection facilities in the benefit
area designated as the Santa Clarita Valley, as part of the Consolidated
Fire Protection District of Los Angeles County.
b. On August 25, 1992, the Council adopted Ordinance 92-15 which authorized
the establishment of a fee to fund fire protection facilities.
C. On April, 13, 1993, the Council adopted Resolution No. 93-48 to amend
Resolution No. 92-152, raising the fire fees to $.1937 per square foot of the
new floor areas of buildings for FY 93-94.
d. On September 14, 1994, the Council adopted Resolution No. 93-110 to
amend Resolution No. 93.48, lowering the fire fees to $.1876 per square foot
of the new floor areas of buildings for FY 93-94.
e. On July 7, 1994, the County of Los Angeles Board of Supervisors adopted a
fire fee of $.1868 per square foot.
f. On August 23, 1994, the Council adopted Resolution No. 94-93 amending
Resolution No. 92-152 lowering the fire fees to $.1868 per square foot of the
new floor areas of buildings for FY 94-95.
g. On August 22, 1995, the Council adopted Resolution No. 95-102 amending
Resolution No. 94-93, lowering the fire fees to $.1820 per square foot of the
new floor area of buildings for FY 95-96.
SECTION 2. The City Council does hereby determine and declare as follows:
Paragraph "h" of Section 3 of Resolution No. 92-152 is hereby amended to read as
follows:
"h. The developer fee is based on a determination by the District of the
required service provision. • During the City's fourth year of the
program (1996-97), fees will be $.1884 per square foot of the new
floor area of buildings."
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.

NOTICE OF PUBLIC HEARING
INTENTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
TO REDUCE THE DEVELOPER FEE FOR THE BENEFIT OF
THE CONSOLIDATED FIRE PROTECTION DISTRICT OF LOS ANGELES COUNTY
PUBLIC NOTICE IS HEREBY GIVEN:
A public hearing will be held before the City Council of the City of Santa Clarita to consider
and receive protests relating to the intention of the Council to increase the City of Santa
Clarita Developer Fee for the benefit of the Consolidated Fire Protection District by 3 and
1/2 % (three and one half percent), from $.1820 to $.1884 per square foot of new building
floor area for FY 96-97. This 3 and 1/2 % increase is based on information received by the
Fire Department in, which reflects current average costs associated with land acquisition for
a fare station site, fire station construction, equipment, and administrative costs associated
with fee collection and project and facilities management.
The public hearing will be held by the City Council in the City Hall Council Chambers, 23920
Valencia Boulevard, First Floor, the 22nd day of October 1996, at or after 6:30 p.m.
Proponents, opponents and any interested persons may be heard on this matter at this time.
Further information may be obtained by contacting the City Clerk's office, Santa Clarita City
Hall, 23920 Valencia Boulevard, Suite 300, Santa Clarita, CA 91355.
Any property owner within an area of benefit may file a written protest delivered to the City
Council at, or prior to, the public hearing. The property owner may protest against any or
all of the developer fee amount proposed to be levied. All protests must be in writing, signed
by the property owner, and must contain a description of the property to clearly identify it.
If the signer is not shown on the last equalized assessment roll as the property owner, the
protest must have written evidence that the signer is the property owner.
If you wish to challenge the action taken on this matter in court, you may be limited to
raising only those issues you or someone else raised at the public hearing described in this
notice, or in written correspondence delivered to the City of Santa Clarita at, or prior to, the
public hearing.

DEVELOPER FEE DETAILED FIRE STATION PLAN
PREFACE
The Developer Fee Detailed Fire Station Plan (Plan) reflects fire service requirements as indicated in April 1996
based upon growth projections by the Los Angeles County Regional Planning Department and contacts by the
Consolidated Fire Protection District (District) with cities and developers who have shared their development
plans with the District.
The Plan Identifies 21 additional fire stations, 1 temporary facility, 1 communications facility, and the necessary
capital equipment that will be required from 1996-97 through 2000-01 in the areas of benefit, the funding
requirements and time frames provided that development occurs as anticipated. The Plan identifies any funding the
District has advanced from sources other than developer fees, these advances will be repaid when sufficient
developer fee revenue is generated.
The Plan, the Developer Fee Program, and the development economic environment will be reviewed annually
for modifications and updates.
DEVELOPER FEE DETAILED FIRE STATION PLAN
TERMS USED IN PLAN EXPLANATION
TIMING The fiscal year that the land purchase or construction of the fire station is
anticipated to begin. The availability of the facility (i.e. when it will be operational)
would be approximately one to two years from the actual start of construction.
FIRE STATION/LOCATION In most cases a site has not yet been purchased; the locations are therefore
approximate.
ANTICIPATED CAPITAL . Based upon current land (one -acre site), construction and equipment costs.
. Where appropriate, credit was given for the sale of an existing site, donation of
a site by the developer, etc. Where developers have already made contributions
to help offset the effect of their developments on the District, an appropriate,
pre -designated credit will be given towards the developer fee.
Apparatus includes the full cost of one engine and prorated costs of a truck,
unless otherwise noted.
No District overhead costs nor an inflation factor have been applied; all figures
are based on 1995-96 dollars.
AMOUNT BUDGETED Advances made by the District; to be repaid when developer fee revenues are
sufficient, are 'indicated. If no amount is budgeted, the Timing of the station may
be delayed until developer fee revenues are sufficient to fund the site acquisition
and/or construction of the station.
