HomeMy WebLinkAbout1996-02-27 - AGENDA REPORTS - AMEND CITY ESCROW CMTY SERVICE (2)City Manager Approv Item to be presented Michael Haviland CONSENT CALENDAR DATE: February 27, 1996 SUBJECT: AMENDMENT OF CITY'S CONTRACT WITH U.S. ESCROW COMMUNITY SERVICES GROUP TO PROVIDE ADDITIONAL SERVICES TO THE CITY DEPARTMENT: Community Development In November, 1995, the City entered into an agreement with the firm of U.S. Escrow Community Services Group to provide financial services relative to the HOME Program for Disaster', Relief, the residential earthquake rehabilitation loan program. U.S.E. was selected after a Request for Proposals process, and was deemed the most qualified contractor to provide needed services. U.S.E. currently provides a wide array of financial services, ranging from application intake and loan application processing to long term loan servicing. Funds to pay for the contract originate from the City's award of HOME funds. Through the Community Development Block Grant Emergency Supplemental Appropriation, the City Council implemented a residential earthquake rehabilitation loan program that is similar in almost all respects to the HOME Program. In order to quickly implement this program, staff is seeking an amendment to the current contract with U.S.E. The amendment will allow U.S.E. to provide the same range of services to loans that are funded by the Emergency Supplemental Appropriation. A contract amendment is beneficial to the City for several reasons. Should U.S.E. administer both single family loan programs, the loan program under the Supplemental Appropriation could begin as soon amendment is signed by both parties. A single vendor providing both programs will greatly assist staff with the administration and reporting requirements of two separate loan programs. Finally, a single vendor will be able to direct applicants to the program that is most appropriate to their needs. The source of funds for the contract amendment is the Community Development Block Grant Emergency Supplemental Appropriation. A PRO FED Agenda Item:_/ Staff recommends that the City Council amend its contract with U.S. Escrow Community Services Group in the amount of $32,400 plus a 15% contingency ($4,860) to provide for unanticipated expenses. COMMUNITY SERVICES GROUP, INC., DBA UNITED STATES ESCROW AMENDMENT FOR PROFESSIONAL SERVICES This Amendment No. 1, made and entered into this day of 19_ by and between the CITY OF SANTA CLARITA, a public body, corporate and politic (hereinafter referred to as "City"), and U.S.E. COMMUNITY SERVICES GROUP, INC., DBA UNITED STATES ESCROW (hereinafter referred to as "Contractor"). 1. PURPOSE: This document constitutes the fust amendment to the Agreement between the City and Contractor dated November 29, 1995 providing professional services for the City's HOME Program. 2. TERMS: All provisions of said Agreement dated November 29, 1995 shall continue in full force and effect except as expressly modified and amended in Exhibit "A". 3. SCOPE OF SERVICES: All provisions of the Agreement dated November 29, 1995 shall remain in full force and effect. 4. COMPENSATION: All provisions of the Agreement dated November 29, 1995 shall remain in full force and effect. This Amendment constitutes new compensation as shown in Exhibit A. 5. DURATION: The term of this amendment shall commence upon execution of this Agreement by both parties and shall continue for one year thereafter. This Amendment 1 shall automatically renew for successive one year terms. IN WITNESS WHEREOF, the City and Contractor have caused this Amendment 1 to Agreement dated to be executed as of this day, month, and year hereinbefore written.
