SUBJECT: FY 1995-96 ANNUAL SLURRY SEAL PROGRAM -PROJECT NO. 95-040
AWARD PROJECT
DEPARTMENT: Building and Engineering Services
On April 23,'1996, Council authorized advertisement of the subject project. This project involves
the surface preparation and application of emulsion slurry seal to seal surface cracks, stop
raveling, improve skid resistance and increase the useful pavement life of our roadways. On
May 14, 1996, four bids were received by the City Clerk. The following is a summary of these
bids:

3. California Pavement Maintenance Sacramento $357,629.77
4. Pavement Coatings Company Cypress $367,735.55
The apparent low bidder made two explainable clerical mistakes and has subsequently
submitted a corrected bid. The corrected bid has been submitted based upon a recommendation
of the City Attorney and under provisions of the State Contract Code. Based upon the above,
Staff recommends the corrected bid be accepted and the project be awarded to the lowest
responsible bidder; Asphalt Maintenance. The Engineer's estimate for this project was
$360,152.75. The amount of $516,500 has been budgeted in fiscal year 1995-96 The following
accounts have been established to track all costs associated with this project: $500,000 from
Account Nos. 17-95040-101 and 17-95040-227; and $16,500.00 from Account No. 16-95040-227,
RECOMMENDATION
The City Council 1) approve the plans and specifications; 2) award the contract to Asphalt
Maintenance Company of California, the lowest qualified bidder, in the amount of $289,360.16
and authorize a 20 percent contingency expenditure should any change orders to the contract
become necessary; 3) authorize the City Manager or his designee to approve all documents
relating to this contract.
