HomeMy WebLinkAbout1996-02-27 - AGENDA REPORTS - APPROVAL ANNEX CONSULTANT (2)AGENDA REPORT CONSENT CALENDAR DATE: February 27, 1996 City Manager Approv Item to be presented Rich Henderson SUBJECT: APPROVAL OF ANNEXATION CONSULTANT SERVICES DEPARTMENT: Community Development In August the Council approved a contract to retain Ms. Esther Aguilar's consulting services to process ongoing and new annexations and to train staff in annexation procedures. She is presently working with staff to process annexations in North Valencia, Saugus, Canyon Country and Sand Canyon. In August it was estimated that Ms. Aguilar would be needed for 20 hours a week for the remaining 1995-96 Fiscal Year (September through June (866 hours at $40 per hour)) and $34,640 was allocated. The amount of work necessary to restart the City's annexation program was greater than that anticipated by staff. Since September, Ms. Aguilar has proceeded quickly with the annexations of Magic Ford, Dollinger, Vista Del Canon, and Northbridge and is training staff in the processing of the Seco Canyon, Northbridge, North Valencia, Sand Canyon Golf Course, and Lockheed annexations. Seven different annexations are scheduled for Planning Commission and Council meetings between now and May. Ms. Aguilar has averaged 25 hours a week instead of the anticipated 20 hours and her funding will run out in mid-March. Given the large number of meetings anticipated in the near future and staff's need for additional training with the annexation process, an increase to Annexation Consultant services of $5,500 is requested to allow Ms. Aguilar to continue training staff and process the annexation projects through mid-May (an additional 137 hours.) With this request, her total contract would be $40,140. Salary savings in the Planning Division would be available to fund this increase should this item be approved since the position of Principal Planner, budgeted at $6334 per month at mid -year, was unfilled in January. RECOMMENDATION Authorize the City Manager to increase the contract with Ms. Aguilar from the original $34,640 to $40,140 and appropriate $5,500 to Professional Services Account No. 01-5101-230 from the Planning Division Salary Account No. 01-5101-101 to pay for additional annexation consultant services. Agu DATE: February 14, 1996 SUBJECT: Annexation Program Bi -Weekly Update 1. Seco Canyon (Annexation No. 1992-03) - The resolution of application was approved by the City Council on January 23, 1996. The application was submitted to LAFCO February 8, 1996. A waste disposal survey will be conducted by Public Works in March, 1996. The survey information will be used to adopt a franchise agreement with a waste hauler prior to annexation. Effective upon annexation, the agreement would allow Seco Canyon residents to receive services at a level and cost equal to their current service. The projected annexation completion date is July, 1996. 2. Magic Ford (Annexation No. 1994-017 - The application has been forwarded to LAFCO and will be returned to the City for adoption of the resolution for the tax transfer in March, 1996. The projected annexation completion date is April, 1996, 3. Dollinger II (Annexation No 1995-02) - The application has been forwarded to LAFCO and will be returned to the City for adoption of a resolution for the tax transfer in March; 1996, The projected annexation completion date is April, 1996. 4. North Valencia Annexation (Annexation No. 1994-03) - The Memorandum of Understanding (MOU) was approved by the City Council on November 14, 1995. The prezone is scheduled to go before the Planning Commission on February 20, 1996, and before the City Council in March, 1996. The development agreement is to be adopted by early Summer, 1996. The application will be submitted to LAFCO and processed concurrently with the development agreement. Annexation may occur as early as October, 1996. Northbridge (Annexation No 1992-041- The prezone will be heard by the Planning Commission on February 20, 1996, and the City Council on March 26, 1996. This annexation will go before the City Council and be submitted to LAFCO in March 1996. The projected completion date for the annexation is October, 1996. Vista Del Canon (Annexation No. 1990-11 - The MOU for the gates was approved by the City Council on November 28, 1995. All gate hardware appears to be installed to date, but not yet operational, The annexation application will be resubmitted to the City Council for approval in March 1996, and resubmitted to LAFCO. The projected completion date is August, 1996. Hunters Green (Annexation No. 1995-01 - Adoption of the prezone and certification of the EIR were continued to the Planning Commission hearing of February 20, 1996. The prezone, EIR, and the annexation application are tentatively scheduled to go before the City Council in March, 1996. The projected annexation completion date is late 1996. 8. Towsley Canyon (Annexation No. 1989-01) - Annexation proceedings will be initiated by Don Williams. Prezoning of the project area will be processed by Community Development. In order to proceed with the prezone and annexation, a final project area needs to be determined by Parks & Recreation. 9. Lockheed Annexation (Annexation No 1995-04) - The Resolution of Application by the City Council was adopted on 9/26/95 and forwarded to LAFCO in early October, 1995. Approval of the annexation by LAFCO will remain pending until submittal of the prezone. EIR certification and the prezone are scheduled to go before the Planning Commission on February 20, 1996, and continued to March 5, 1996.
