Newman CONSENT CALENDAR DATE: February 27, 1996 SUBJECT: APPROVAL OF CONTRACT FOR INFRASTRUCTURE MASTER PLAN DEPARTMENT: Building and Engineering Services The Organizational Strategic Plan and the Building & Engineering Services Department Strategic Plan identify the need for a comprehensive assessment of existing infrastructure needs and identification of infrastructure needed to support the General Plan build -out. This Infrastructure Master Plan will provide the City with an effective management tool for the prioritization of and budgeting for infrastructure maintenance activities and expansion. The City's General Plan, Parks Master Plan, proposed Transit Master Plan, Santa Clara River Plan and the Unified Development Code will be utilized in formulating the Plan.. The Plan includes a public participation element to seek public input and consensus. The planning process is expected to take ten months to complete. The elements of the Plan include sewers, street network, parks and trails, traffic control systems and public transit. The objectives for the Plan are identified as follows: 1. Identify infrastructure deficiencies based upon present and future need for each element. 2. Evaluate the City's infrastructure expenditures for the General Plan build -out of the individual Master Plan elements. 3. Evaluate and recommend cost-effective and sustainable maintenance programs for system elements. 4. Obtain a useful tool to aid staff in determiningproject specific impacts of development project review. Agenda Item: APPROVAL OF CONTRACT FOR INFRASTRUCTURE MASTER PLAN February 27, 1996 - Page 2 Staff prepared a Request for Proposal for the subject project which was sent to the consultant firms on the City's list. The following five firms responded by submitting proposals: SIMILAR FIRM LOCATION EXPERIENCE C112M Hill Santa Ana Yes Boyle Engineering Los Angeles Yes Moffatt & Nichol Ventura Yes O'Rourke Engineering Santa Ana Yes Hunsaker & Associates Irvine Yes Based upon qualifications, similar experience, and understanding of the project, C112M Hill is the recommended firm. Funds are currently available in Account No. 01-5401-227 for this work. RECOMMENDED ACTION Authorize the City Manager to execute a contract for the Infrastructure Master Plan with CH2M Hill in the amount of $250,000 plus a contingency of $25,000. RGN:hds wmdl%mms r.rgr
