SUBJECT: ARTS ALLIANCE
DEPARTMENT: Parks, Recreation, and Community Services
During the mid -year review budget process, City Council requested that the Parks, Recreation, and
Community Services Department meet with local art agencies to discuss what resources are needed
for arts in our community. The request was based on the fact that several art agencies were
requesting funds and support from City Council.
Parks, Recreation, and Community Services has been meeting with local art agencies over the last
six months to establish a dialogue for arts in our community. Currently, the groups involved in the
collaboration are the Arts Council, Canyon Theater Guild, Newhall School District, Santa Clarita
Ballet Company, Historical Society, Santa Clarita Repertory Theatre, Symphony of the Canyons,
Santa Clarita Valley Arts Association, and Theater Arts for Children. Discussions have identified
many issues, including the need for performance venues, arts collaboration, community arts
awareness, a cultural arts plan for the Santa Clarita Valley, and to assess the needs and direction of
the aforementioned groups.
Collectively, a decision was made to apply for a $3,000 matching grant for Cultural Arts Planning
from the Los Angeles County Music and Performing Arts Commission. The grant would be for
planning the beginning stages of a Cultural Arts Plan. Using funds set aside for grant purposes, the
City agreed to allocate the match if members of the group would participate in developing the grant.
Several arts agencies stepped forward to assist with the process of writing the Cultural Arts Plan
Grant.
A Cultural Arts Plan represents a framework and point of reference for on-going dialogue on issues
pertaining to the arts and culture. The Plan would bring together various segments of Santa Clarita
encouraging an environment that nurtures the arts to benefit the entire community. Key issues of the
plan would focus on arts education, visual and performing arts facilities, programming, regulatory
reform, art in public places, underserved populations, local heritage, public relations, technical
assistance, and opportunities for the arts within the proposed redevelopment area. The Plan's success

depends upon an on-going involvement from the arts community. A solid Cultural Arts Plan would
develop creative relationships among individual art agencies, increase resources for artists and art
agencies, bring about arts awareness within our community, increase in economic benefit to the
community through the arts, promote tourism, and enhance the quality of life for residents of Santa
Clarita.
The "Arts Alliance," as the group calls itself, is committed to furthering and fostering the arts for the
community. The Arts Alliance does not intend to challenge or dismantle any other arts groups, but
rather to create a future; for arts in Santa Clarita. The group is committed to creating and forming
a voice that is representative of all arts groups.
Council receive and comment on this evening's report, and further direct staff to continue the
collaborative relationship with the development of the Arts Alliance.
