BACKGROUND
Since 1994, the City has been implementing the federal National Pollutant Discharge
Elimination System (NPDES) Program through the Stormwater Utility's compliance with the
NPDES Permit.., A portion of the Program involves the implementation of a GIS/Automated
Mapping System, and includes the purchase of computer software. Consultants for the
Stormwater Utility, in coWunction with staff from Engineering and Information Resources, have
developed the list of required software for the completion of the GIS/Automated Mapping
System.
The GIS/Automated Mapping System will be used to track and maintain storm drains in the
City, provide a means for staff to analyze data relative to stormwater quality and presenting
that data graphically, and to provide staff with the ability to analyze the hydrology of the City,
which is a major component of the NPDES Program. Staff has worked closely with the
Consultants to identify the appropriate software to meet the needs of the Utility now with the
ability to expand upon the system in the future.
This software is provided by a sole source, Environmental Systems Research Institute (ESRI),
and will be purchased through their Southern California Office in Redlands. The need for this
software has long been anticipated and funds were allocated for this purchase through the
budget process.
Staff recommends that Council authorize City staff to purchase the automated mapping
software in the amount of $25,312.09 from Environmental Systems Research Institute from
Account Number 51-5610-402.
