HomeMy WebLinkAbout1996-08-27 - AGENDA REPORTS - BILLBOARD SIGNS (2)AGENDAREPORT City Manager Approval P Item to be presented by: Ken Pulskamp NEW BUSINESS DATE: August 27, 1996 SUBJECT: BILLBOARD SIGNS NEAR INTERSTATE 5 AND CALGROVE BOULEVARD DEPARTMENT: Community Development BACKGROUND On January 8, 1996 and again on May 20, 1996, Mayor Boyer initiated an investigation into the placement of billboards along Interstate 5 just south of the Calgrove off -ramp. These billboards are located approximately one-half mile south of the City boundary and advertise subdivisions to northbound Interstate 5 travelers. These signs stand out as commercial advertisement located in a pristine rural area which serves as the entryway to the Santa Clarita Valley and the City of Santa Clarita. Code Enforcement staff immediately responded to these requests for investigation by contacting the property owners and Los Angeles County. In addition, complaint letters have been forwarded to the County and to Supervisor Antonovich's office. These efforts have not resulted in the removal of these signs but have caused the County to inform the property owner of the need to obtain County permits. The County could allow these signs to remain provided the sign company and property owner submit a permit application. Staff has been informed by the County Department of Regional Planning that they intend to approve this request for a permit upon the submittal of a complete application. RECOMMENDATION Discuss and direct staff to forward the attached letter on behalf of the City Council to Supervisor Antonovich requesting that permit requests for these signs be denied and the property owners be directed to remove them immediately. On behalf of the Santa Clarita City Council, I am writing to strongly urge you to deny any request for billboards that would be located along Interstate 5 in the vicinity of Calgrove Boulevard. Several billboards currently exist in this location, approximately one-half mile south of the southerly boundary of the City of Santa Clarita, which were installed illegally. This location is an important entryway to the Santa Clarita Valley and these unsightly billboards mare the pristine rural nature of this area. They are an inappropriate intrusion of commercial advertisement and should not be permitted to continue. We understand from Department of.Regional Planning staff that permit requests are pending and that the County intends to approve these signs upon the submittal of a complete permit application. The City of Santa Clarita strongly urges you to deny any requests to legalize these existing signs, deny any requests for additional signs in this or other similar setting, and direct the immediate removal of the existing signs.
