SUBJECT: BOUQUET CANYON ROAD LEFT TURN RESTRICTION
DEPARTMENT: Building and Engineering Services
With the recent opening of the Bouquet Canyon Plaza (Best Buy) along the west side of Bouquet
Canyon Road, we have an eight -lane road from Newhall Ranch Road almost to Espuella.
There is an existing median opening on the road just north of Newhall Ranch Road with
driveways on each side, which provides access to two shopping centers, Bouquet Center and
Bouquet Canyon Plaza on the east and west side, respectively. Presently all turning movements
are allowed at this location, which sometimes make it very difficult for the motorists to compete
with all other movements when they want to make a left turn in or out of the above driveways.
The Sheriffs Department, as well as many residents, have expressed safety concerns about the
new situation and the difficulty of making left turns out of these driveways. In order to enhance
safety and also reduce the delay caused by traffic making a left turn in/out, the City is proposing
to install a short median island (divider) to prohibit left turns "from" the driveways onto
Bouquet Canyon Road. Left turns "into" driveways will not be impacted. Please see the
enclosed plan.
The two property owners and all 38 tenants of both complexes were notified by letter and also
in person by City staff on September 9 and 10, 1996 regarding the issue (copy of the letter is
enclosed). Staff also scheduled a public meeting regarding this matter on October 3, 1996 to
address the safety issues and respond to questions and concerns from the shopping center
tenants.
The design and construction of this proposed divider is anticipated to cost approximately
$15,000. Funds are available in Account No. 02-5430-227 for this improvement.
Therefore, staff recommends to proceed with the design and implementation of the above
improvement immediately.

RECOMMENDATION
Approve the conceptual proposed divider on Bouquet Canyon Road to restrict left turn
movement from Bouquet Canyon Plaza and Bouquet Center and direct staff to proceed with the
design and implementation.

As it can be seen, the patrons of both shopping centers have better access at the existing
signalized intersections. The patrons from Bouquet Canyon Plaza wishing to go north on
Bouquet Canyon Road, can easily make that move at the signalized intersection of
Bouquet Canyon Road and Espuella. The patrons exiting Bouquet Center who attempt
to go south on Bouquet Canyon Road can take advantage of using the signal at the
intersection of Bouquet Canyon Road/Newhall Ranch Road. Please see the enclosed plan
for these two locations.
Staff has set up a meeting on October 3, 1996 at 6:30 p.m. in the City Hall Council
Chambers to discuss the proposedmedian island and respond to questions. The City
would like to gain concurrence among all property owners and tenants in order to proceed
with the design and implementation of this project and thus, improve traffic safety in the
vicinity, _
