HomeMy WebLinkAbout1996-06-11 - AGENDA REPORTS - CAMP PLENTY RD NO STOPPING (2)City Manager Approvi Item to be presented CONSENT CALENDAR DATE: June 11, 1996 SUBJECT: CAMP PLENTY ROAD - NO STOPPING RESOLUTION NO. 96-79 DEPARTMENT: Building and Engineering Services Bahman Jenks The merchants and the owner of the El Centro Shopping Center requested the City establish a parking restriction along the west side of Camp Plenty Road in front of the shopping center (see attached letter). The shopping center is located on the west side of Camp Plenty Road north of Soledad Canyon Road (see Exhibit A). The merchants expressed concerns of limited sight visibility at the shopping center's driveways, especially when semi -trucks park on Camp Plenty Road. Staff investigated the subject area and concluded that establishing a "no -stopping zone" would improve the sight visibility for the shopping center's driveways and enhance the traffic safety in the area. The proposed "no -stopping zone" is along the west side of Camp Plenty Road, 35 feet to 615 feet north of Soledad Canyon Road (see Exhibit B). Staff informed the merchants and the owner regarding this recommendation to the City Council. Staff also contacted Mr. Jay Jorgurson, the Manager of Kings Automotive, located in the adjacent shopping center, regarding the above and he was in favor of the above proposed parking restriction. Please see the attached petition. Large trucks and trailers have been parking at our entrances. Camp Plenty Road ' curves as it approaches the shopping center, making it nearly impossible to safely exit as the trucks/trailers are so large they block the driver's view of on -coming traffic. We would appreciate your immediate attention to what we consider a life-threatening situation. Gati4 Proposed No -Stopping Zone Exhibit "B" RESOLUTION NO. 96-79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ESTABLISHING A NO -STOPPING ZONE ALONG THE WEST SIDE OF CAMP PLENTY ROAD, 35 FEET TO 615 FEET NORTH OF SOLEDAD CANYON ROAD WHEREAS, the "no -stopping zone" on the west side of Camp Plenty Road, 35 feet to 615 feet north of Soledad Canyon Road; and WHEREAS, it is consistent with normal traffic engineering practices to establish a "no -parking zone'; and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets, highways, or portions thereof, during all or certain hours of the day. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, does resolve as follows: SECTION 1. That the stopping and standing of vehicles on the following streets or highways, or portions thereof, shall not be allowed: Camp Plenty Road, along the west side, 35 feet to 615 feet north of Soledad Canyon Road. SECTION 2. That the no -stopping regulations, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. SECTION 3. That staff shall provide the necessary curb markings or signs to effect this resolution.
